About this file
This is a Task Assignment Change Order Form (Change Order No. 4) for Contract No. PL513 between the Florida Department of Environmental Protection (FDEP) and the Florida Natural Areas Inventory (FNAI). The change order was executed on May 31, 2024, and modifies Task Assignment No. 202, which provides Florida Forever Support services. The contract involves multiple FDEP personnel including Contract Manager Frank Price, DEP Contract Manager Sine Murray, Contractual Authority Taylor Dearman for Stacey Patterson (VPR), Task Manager Sine Murray, Budget Representative Amy Horton, and Contractual Authority Callie DeHaven.
The change order updates the Scope of Work to increase the number of project proposals and boundary amendments that FNAI will evaluate. Task Assignment 202 requires FNAI to complete various ongoing activities including preparation of agenda and annual report maps, project redesign meeting maps, rare species tables, tax-assessed value analyses, and interactive web tool maintenance. Additionally, FNAI reviews Florida Forever proposals (up to 22 per the original scope), conducts site visit evaluations, and reviews boundary amendments (up to 60) and boundary reevaluations (up to 30). The total contract amount is capped at $187,859 with a 10% negotiated overhead rate specified in the master agreement. Invoicing occurs quarterly with products due within 10 business days of request unless otherwise specified, and invoices are submitted according to a schedule tied to service delivery periods (Q1 through Q4 covering July 2023 through July 2024). Costs are itemized by activity type, ranging from $32 for text revisions of maps to $5,858 for tax-assessed value tables, with detailed pricing provided in Appendix A.

PL513 – Task Assignment 202 – Florida Forever Support
FNAI shall complete the following activities upon request of the Department, except for activities C, D, and E which are provided on a specific timeline described below:
A. Agenda and Annual Report Maps. Provide new or revised electronic color maps (jpeg format), for the Florida Forever projects. Each map must fit on letter-size paper (8½ x 11) and include the following information:
a) project boundary
b) acquired (public) lands within the boundary (if applicable)
c) remaining essential parcels within the boundary
d) other protected lands, denoting the name of the managed area (when appropriate)
e) other Florida Forever projects within the map view, denoting the Florida Forever project name (as appropriate)
f) township, range and section lines and numbers
g) county, state, and federal highways with identifiers
h) project site names (if applicable), city names and names of lakes, rivers, and other noteworthy geographic features
The scale for these maps will be no greater than 5 miles per inch, with a preferred scale between 1 and 3 miles per inch. For large multiple-sites projects that span more than one map page at 5 miles per inch, a general overview map indicating the location of the sites relative to the map sheets will also be prepared.
FNAI will deliver new versions of any maps that have significantly changed in the past year by February 1 and any additional requested project maps as needed.
B. Project Re-design Meeting Maps. Prepare or revise electronic and paper maps for project re-design meetings following the same design and layout set forth above; paper maps will be prepared at a scale appropriate for group discussion depending on the complexity of the information depicted, from 8.5 x 11 inches up to poster size. Ownership boundaries will be clearly delineated on the maps to facilitate project re-design deliberations. Map requests will be made no less than 10 business days prior to the time they are needed.
C. Updated Project Rare Species Tables. Prepare tables listing rare species documented or likely to occur on all new Florida Forever Projects and update tables for existing projects to reflect changes in FNAI’s database or the project boundaries. Tables should be delivered in .xlsx format by February 1 with tables that have changed since the previous year clearly differentiated from those that have not.
D. Interactive Conservation Lands and FFBOT Projects Web Tool. Update and add new FFBOT project boundaries and relevant summary information into FNAI's Interactive Conservation Lands Tool and serve on FNAI website on quarterly basis.
E. Table of Tax-Assessed Value. Conduct a GIS analysis to calculate the total tax-assessed value of the acres remaining for each Florida Forever project based on the latest statewide compilation of property appraiser tax data from the Florida Geographic Data Library. The table will be delivered in Excel format by February 1 unless annual parcel data needed for this analysis is not available, in which case the table will be delivered March 1.
F. Preliminary Evaluation of Florida Forever Proposals. FNAI will review up to 22 Florida Forever proposals/projects and provide a written evaluation summarizing the ecological resource value of each proposal/project based upon information in the FNAI Biotics database and a review of aerial photography.
At a minimum, the following will be included in the evaluation: Natural Resource Description (narrative of the resources determined to be on site); tables of natural communities and rare species on the sites; tables of Florida Forever Measures for each site; Florida Forever Report Maps and Aerial Maps of each site. The DEPARTMENT will provide FNAI with a copy of each application or request for a new acquisition proposal at
Details for PL513 - Task Assignment 202 (continued) least 30 business days prior to the ARC meeting for which the information is to be presented. FNAI will complete the tasks within 15 business days of receiving completed applications.
G. Site Visit Evaluations of Florida Forever Proposals. FNAI will participate in a joint agency field inspection coordinated by DEP Staff to evaluate each Florida Forever proposal voted by ARC for further evaluation.
FNAI will indicate, when they submit preliminary evaluations (above), any proposals that will require more than a single day to complete a Site Visit Evaluation. FNAI and the DEPARTMENT will discuss and agree on an appropriate visit length for each site. FNAI will invoice for any DEPARTMENT approved additional field time per day, according to the Template Detail of Activities for Invoice below. Using information collected during the site visit, FNAI will update information in the Biotics database and use this information along with scientific expertise to provide written components for the Project Evaluation Report (PER) compiled by DEP Staff to be used by ARC in the evaluation and ranking of projects for the Florida Forever list.
Written components submitted by the FNAI for each PER should include the following:
a. A general description of project size, location, general topography, proximity to existing managed areas or other land acquisition proposals or projects of the Department and land acquisition partners; and information such as length of road and river frontage;
b. An analysis of the ecological values of natural communities and a description of the extent of other land cover types, as well as a table summarizing the acres and percent;
c. A description of how and to what extent a project meets certain Florida Forever Performance Measures (B2, B4, B5, B6, C1);
d. A Florida Forever Measures Evaluation Chart for measures B1, B2, B3, B4, B5, B6, C4, C5, C7, C8, D3, E2, F2, and G1;
e. A table summarizing rare species including their global ranks and the number of acres on site of rare species habitat;
f. Maps (Florida Forever Report map and aerial) for the Project Evaluation Report boundary.
The DEPARTMENT will provide FNAI with a list of new acquisition proposals at least 40 business days prior to the ARC meeting for which the information is to be presented. FNAI will complete their portion of the PER report within 15 business days of the agency site visit.
H. Florida Forever Project Boundary Amendment Review. FNAI will review up to 60 proposed amendments to Florida Forever projects and provide a written evaluation summarizing the ecological resource value of the proposed addition to, or deletion from, a project based upon information in the FNAI Biotics database and a review of aerial photography. At a minimum, the following will be included in the evaluation: A summary of the purpose of the project, a narrative of the resources determined to be on site including rare species and natural communities; a table summarizing values for Florida Forever Measures for the proposed addition; Florida Forever Report maps and aerial maps of each site. The DEPARTMENT will provide FNAI with a copy of each application or request for the boundary amendment. FNAI will complete reviews within 10 business days of receipt. If more than 15 boundary amendments are provided to FNAI for evaluation at one time, FNAI will complete the reviews within 20 days of receipt.
I. Florida Forever Project Boundary Reevaluation. FNAI will review DEP-suggested refinements for up to 30 Florida Forever project boundaries according to the timeline below. The DEPARTMENT will provide a spatial data file (File Geodatabase feature class or similar with each section of a project selected for removal represented by a separate polygon feature, along with supporting documentation, for review by FNAI. Within 20 business days of receipt, FNAI will provide the DEPARTMENT an evaluation of the acreage proposed for removal and a final revised project boundary shapefile. The DEPARTMENT will present the refined project boundary for ARC approval. Following ARC approval, FNAI will update project boundary in ffbot and other layers as appropriate.
