Scope of Work Details

Natural Community mapping and Ecological Inventories of 25 Florida Power & Light parcels

Marjorie Harris Carr Cross Florida Greenway

Natural Community mapping:

Florida Natural Areas Inventory (FNAI) will produce current and historical natural community polygon layers for 25 Florida Power & Light (FPL) parcels of the Marjorie Harris Carr Cross Florida Greenway (MHCCFG) (Figure 1) using recent aerial photography (1995-2019 or 2020 if available), topographic maps, and soil maps. No field ground truthing will take place. FNAI will also review any existing data pertaining to natural communities on these and adjacent properties to help in the mapping effort. FNAI has geo-referenced 1940s aerial photography, which will be used in historical natural community mapping. Classification will be based on the 2010 update of the FNAI/FDEP Guide to the Natural Communities of Florida. All work will be done using Environmental Systems Research Institute (ESRI) ARCGIS© 10.6 software or higher (This was completed in 2022).

Ecological inventories:

FNAI will conduct listed and invasive plant inventories on the 25 FPL parcels of the MHCCFG (Figure 1). Locations of rare animal observations will also be documented. Natural community line work will be corroborated while in the field and updated if any discrepancies in the map are discovered as a result of fieldwork.

Objectives:

The 25 parcels (ca. 2,000 acres in total) will be surveyed for rare, threatened and endangered plant species. Documentation for each plant species occurrence will at a minimum include the location (latitude/longitude), a count estimate, habitat information, photographs, and disturbances noted. The sites will be assessed by searching (using meandering transects) for each of the rare species identified as potentially occurring on the sites. All species observed will be identified in the field in order to avoid disturbing potentially listed species or species occurring on-site in low numbers. The location of listed species will be recorded using GPS; data describing their reproductive and overall condition, as well as population size, will be documented using standard protocols developed by the Contractor and approved by the DEP project manager. Locations of observations of rare animal species will also be documented in a similar manner.

FNAI will provide survey date, latitude/longitude, common name, gross area and cover class information on invasive exotic plants through surveys conducted at the “Specific” scale survey level that is used by the FDEP, Division of Recreation and Parks. Target plant species are included on the Florida Exotic Pest Plant Council (FLEPPC) list (the current list is available at http://www.fleppc.org/list/list.htm). Data will be collected using Trimble GeoXT or Nomad dataloggers.

Metadata:

FNAI will generate metadata using Environmental Systems Research Institute (ESRI) ARCGIS© 10.6 software or higher. The process by which the data was created and quality control was performed on digitization, field verification, data attribution and topological accuracy will be described in the metadata digital files.

Deliverables:

Description Date Cost

Listed and invasive plant inventories and observations of rare animals for each site.

Interim text report:

• Report will include a table of the target listed and invasive plants for this survey, a general summary of the work completed, a table of the target listed species observed and a table of invasive plant species observed along with notes regarding these occurrences.

Final report:

• The final report will describe the methods and results of the survey along with tables listing all target species observed.

• FNAI will provide ESRI shapefiles or a geodatabase depicting locations and information on rare animals, rare plants, and invasive exotic plants documented during the survey work.
