About this file
This is a Task Assignment Notification Form under DEP Contract No. PL513, a state and local contract indefinite delivery vehicle managed by the Florida Department of Environmental Protection (DEP). The contractor is Florida State University's Florida Natural Areas Inventory (FNAI), with Frank Price serving as the contractor's contract manager and Deborah Burr representing DEP as contract manager.
The task assignment requires FNAI to conduct analyses and refine project boundaries for five Florida Forever "mega-parcel" projects: PAL-MAR, Brevard Coastal Scrub Ecosystem, Bombing Range Ridge, Fakahatchee Strand, and Lake Wales Ridge Ecosystem. Work includes removal of developed lands, alignment of project boundaries to parcel lines, elimination of overlaps with existing conservation lands, and identification of unmanageable isolated parcels. The total task assignment value is $78,000, funded through two budget categories: LATF Category 084108 ($26,955) and FGTF Category 083045 ($51,045). Deliverables consist of a brief tabular summary due January 15, 2024 ($39,000), and a final summary with ffbot spatial data file due June 15, 2024 ($39,000). The task assignment term runs from July 1, 2023 through June 15, 2024, with fixed price and fee schedule payment structures applied.

PL513 – Task Assignment 206 – Collaborative Planning to Facilitate Small Parcel Acquisition and Refine Conservation Land Acquisition Project Boundaries for Florida Forever (America the Beautiful Challenge Grant Subcontract)
FNAI will conduct analyses of the properties within specific Florida Forever project boundaries and refine them based on suitability for acquisition, using the following criteria:
A. Removal of developed lands and altered lands no longer suitable for conservation as determined by the DEPARTMENT
B. Matching of project boundaries to parcel boundaries
C. Removal of significant overlap with existing conservation lands (when relative accuracy of boundary data can be determined)
D. Removal of potentially unmanageable isolated parcels and “slivers” created by manmade or naturally occurring boundaries.
The project will include at least five (5) Florida Forever projects considered to be “mega-parcel” projects.
Much of this acreage is still in a raw state with no road or utility access but the large number of individual owners makes the acquisition process particularly time consuming on a per acre basis. As a result of the numerous individually-owned parcels, activities that adversely impact resources occur and consistent management is challenging.
Projects will be pursued for evaluation in the order provided below, as time and project resources allow. At the completion of each review, FNAI will provide a spatial data file (File Geodatabase feature class or similar), with each section of a project selected for removal represented by a separate polygon feature, for review by the DEPARTMENT. The data will include the identification of strategic areas and/or parcels where efforts to acquire lands should be prioritized. The spatial data will also include surrounding managed areas by manager and any known encumbrances/easements. Within 20 business days of receipt, the DEPARTMENT will provide FNAI with a list of features confirmed for removal and FNAI will use this information to produce a final revised project boundary. The revised project boundary, attributes and DOR data will be provided to DEP. DOR data should identify where there are multiple parcels per ownership and prioritize them by acres (most to least) and include mailing addresses of parcel owners. The DEPARTMENT will present the refined project boundary for ARC approval. Following ARC approval, FNAI will update project boundary in ffbot and other layers as appropriate.
