About this file
This is a Task Assignment Notification Form for DEP Contract No. PL513, a fixed-price task assignment between the Florida Department of Environmental Protection (FDEP) and Florida State University's Florida Natural Areas Inventory (FNAI). The task assignment was issued on December 2, 2022, with Frank Price serving as the contractor's contract manager and Deborah Burr/Leah Gerlock as the FDEP contract managers. The assignment falls under the Bureau of Natural and Cultural Resources and involves a tortoise survey project.
The task assignment encompasses a belt transect gopher tortoise population survey and vegetation survey of the 315-acre Deer Lake State Park tortoise mitigation site, with a performance period from January 16, 2023, through April 30, 2023. FNAI will conduct the survey following Florida Fish and Wildlife Conservation Commission Guidelines, covering at least 15 percent of the site area with transects and 30 percent of cumulative survey length with vegetation sampling. Deliverables include burrow and vegetation datasets in ESRI File Geodatabase format with accompanying spreadsheets and maps, as well as data analysis necessary to update sections 5, 6, and 7 of the 2018 Gopher Tortoise Summary Report for Deer Lake State Park. The total fixed-price task assignment value is $11,500.00, funded through Org Code 37500500000 with funding category 080039 in Fiscal Year 2023.

FFlorida Natural Areas Inventory Scope of Work
Project Title
Belt transect gopher tortoise population survey and vegetation survey of Deer Lake State Park tortoise mitigation site
Period of Performance
Start Date: Jan 16, 2023
End Date: April 30, 2023
Summary
FNAI will complete a belt transect gopher tortoise population survey and associated vegetation survey of the 315ac Deer Lake State Park tortoise mitigation site. Following FWC Guidelines (Gopher Tortoise Permitting Guidelines, April 2008 / Revisions Effective July 2020 Florida Fish and Wildlife Conservation Commission, 620 South Meridian Street Tallahassee, Florida 32399-1600), the total belt transect area will cover at least 15% of the area of the site and the vegetation survey will cover at least 30% of the cumulative population survey length. Given the open vegetative structure of the Deer Lake site, a 10m transect width will be used. A single observer will walk each transect. A GPS data logger capable of sub-meter accuracy will be used to take latitude and longitude coordinates at the beginning and end of each transect and at each potentially occupied burrow. All potentially occupied burrows encountered on transects will be scoped using a burrow camera. The size class (in 10 mm increments) of all tortoise burrows encountered during the belt transect survey will be recorded using calipers inserted approximately 50 cm inside the mouth of each potentially occupied burrow.
Vegetation sampling stations will be established every 75m along selected transects. The following vegetative metrics will be collected according to FWC Guidelines:
Canopy Cover and Composition Shrub Cover Ground Cover
A north-facing photograph will be taken at each vegetation sampling station. Photos will be in full focus with the horizon line placed one-fifth of the way from the top of the image.
All survey methods not explicitly stated above will also follow FWC Guidelines.
This work will be completed on a fixed price basis on the schedule below.
