Subject: Proposal for Year 5 of SVE Operations and Maintenance (O&M)
Former Big B Cleaners #31 1405 South Adams Street, Tallahassee, Leon County, Florida
FDEP Facility ERIC_4882
Dear Ms. Posey:
Earth Systems has prepared this proposal for conducting Year Five of Operation and Maintenance (O&M) at the subject site. The purpose of O&M is to maintain and optimize the effectiveness of the remedial system that currently operates at the site. The tasks associated with this scope of work are as follows.
SUBTASK 1 – Project Management
Allowable costs for Project Management according to the Bureau of Waste Cleanup (BWC) contract with Earth Systems.
SUBTASK 2 – Quarter 17 O&M and Groundwater Sampling
Prior to initiation of the 17th quarter of O&M activities, Earth Systems will collect SVE air samples from VEW-1S, VEW-1D, VEW-5D, and VEW-7S. Subsequently, the remediation system will shut down for one month to observe whether contaminant levels spike. After one month of static conditions Earth Systems restart the system for initiation of quarter 17 system operation.
Earth Systems will conduct monthly site visits during the 17th quarter of system operation, for a total of three monthly visits. During the first visit of the quarter, Earth Systems will collect SVE air samples from wells VEW-1S, VEW-1D, VEW- 5D, VEW-7S, and the combined influent. The samples will be used to evaluate contaminant concentration spikes. As necessary, once per quarter the Earth Systems project Professional Engineer will mobilize to the site to evaluate system performance and optimize system operation.
During each site visit the following system readings and adjustments will be conducted:
Proposal for Year 5 of O&M Big B Cleaners #31, Tallahassee, Florida FDEP No. ERIC_4882
• System Optimization
• Collect flow readings from each individual SVE well and total system flow
• Collect OVA readings from each individual SVE well and total system OVA reading
• Collect vacuum reading from each individual SVE well and total system vacuum
• Collect vacuum readings from designated vacuum monitoring points and monitoring wells
• Conduct preventative maintenance (change filters, grease bearings, etc.)
During the final site visit of the quarter, an influent air sample will be collected and submitted for analysis by EPA Method TO-15. Earth Systems will also collect groundwater samples (with water level data) from 9 wells to confirm the lateral and vertical extent of groundwater impacts. The wells to be sampled consist of
BBMW005, BBMW006, BBMW007, BBMW008, BBMW009, BBMW016,
BBPZ006R, BBMW022, and BBDW001. The samples will be analyzed for VOHs using EPA Method 8260. One trip blank will also be analyzed. Groundwater samples collect from BBMW006 and BBMW022 will also be analyzed for Gene- Trac Dhc and Gene-Trac FGA. Purge water will be drummed, sparged on-site, and then discharged onto a paved surface. Earth Systems will also collect water level data from four additional wells (BBPZ005, BBMW001, BBMW003, BBMW008). Upon completion of the quarterly O&M activities, Earth Systems will submit the quarterly field notes, groundwater sampling data, and O&M checklists detailing the data and maintenance that was performed during the quarter.
SUBTASK 3 – Quarter 18 O&M and RASS Report
Earth Systems will conduct monthly site visits during the 18th quarter of system operation, for a total of three monthly visits. During each site visit the system readings and adjustments outlined in Subtask 2 will be performed. As necessary, once per quarter the Earth Systems project Professional Engineer will mobilize to the site to evaluate system performance and optimize system operation.
During the final site visit of the quarter, an influent air sample will be collected and submitted to a lab for analysis by EPA Method TO-15. Upon completion of the quarterly O&M, Earth Systems will submit a Semi-Annual Remedial Action System Status (RASS) Report. This report will detail the results from the 17th and 18th quarters of O&M and include a discussion of the groundwater analytical data. The report will also include conclusions and recommendations to expedite site cleanup.
SUBTASK 4 – Quarter 19 O&M
Earth Systems will conduct monthly site visits during the 19th quarter of system operation, for a total of three monthly visits.
Upon completion of the quarterly O&M activities, Earth Systems will submit the quarterly field notes and O&M checklists detailing the data and maintenance that was performed during the quarter.
SUBTASK 5 – Quarter 20 O&M and RASS Report
Earth Systems will conduct monthly site visits during the 20th quarter of system operation, for a total of three monthly visits.
Upon completion of the quarterly O&M, Earth Systems will submit a RASS Report. This report will detail the results from the 19th and 20th quarterly O&M activities. The report will also include conclusions and recommendations to expedite site cleanup.
SUBTASK 6 – Utilities
