About this file

This is an internal email dated July 29, 2021, regarding administrative issues with CN220 contract task orders (TAs) and task order change orders (TACOs). The communication addresses discrepancies in contract documentation, specifically regarding missing or improperly executed task orders TA11, TA15 CO1, and TA16 CO1. The sender confirms that TA15 CO1 has been submitted to Contracts Administration and explains the status of the other problematic documents.

The email identifies two primary administrative errors: TA11, which never existed despite a folder created in 2018 with no supporting email records or documentation, and TA16 CO1, which was drafted but never executed, with its time requirements inadvertently included under TA16 CO2. The sender proposes creating placeholder or "numbered in error" FACTS workbook entries to account for these discrepancies moving forward. Since TA16 CO1 was designated as time-only with no budgetary implications and TA11 represents a zero-sum entry, the sender recommends these placeholder workbooks would suffice unless statutory requirements mandate sequential document numbering. The communication requests guidance on the appropriate resolution method for these documentation gaps.

Subject: RE: CN220 (Missing TA & TACOs)

Good afternoon, You should see that TA15 CO1 has been sent to Contracts Admin.

TA11 does not exist. There was a folder made in 2018 that was never updated. There are no email records or documentation indicating TA11 ever existed.

Likewise, TA16 CO1 was given a folder and drafted but never executed. I spoke with Ashely Williams about this several months ago. TA16 CO1—like TA11—was the result of an error. The time requirement specified in TA16 CO1 was included under TA16 CO2.

I’m not sure how this should be handled. I can upload a ‘placeholder’ FACTS workbook to explain the situation and ensure these are accounted for moving forward. TA16CO1 was intended as time-only, so there is no budgetary concern with that document. TA11 never existed, so that would also be a zero-sum document. Unless there is a statutory requirement for the order of these document numbers, I think some sort of ‘placeholder’ or ‘numbered in error’ workbook would suffice. Please advise.
