The C-20 is a Gulfstream GIV, powered by twin Rolls Royce MK-611 TAY engines. The C-37A is a Gulfstream GV and the C-37B is a Gulfstream G550, powered by twin Rolls Royce BR-710 engines. These aircraft are equipped with specialized mission communication stations as well as defensive systems, and test range surveillance and clearance with photometric capability. The C-20/C-37 missions include: (1) worldwide airlift support for senior military leaders and Government officials; (2) long range, medium airlift, logistics support (Marine C-20 equipped with cargo door); (3) long range surveillance (Navy NC-20 aircraft, equipped with cargo door). In addition to these three primary missions, C-20/C-37 fleets are subject to long- and short-term deployments.
Current operating sites include Joint Base Andrews (JBA), MD; Ramstein AB, GE; Joint Base Pearl Harbor-Hickam, HI (JBPHH); Marine Corps Base Hawaii (MCBH) Kaneohe Bay, HI; Ronald Reagan Washington National Airport (DCA); Naval Base Ventura County (NBVC), Pt. Mugu, CA.

· Contractor Operated & Maintained Base Supply (COMBS) at each site
· Worldwide spares support capability
· Main Operating Base (MOB) support
· Aircraft Defense and Mission Communication System (MCS) field level maintenance
· Depot Level Maintenance (scheduled and unscheduled)
· Aircraft scheduled inspections (Computerized Maintenance Program - CMP)
· Drop-in maintenance/repair
· Engine/Auxiliary Power Unit (APU) overhaul/repair
· Landing gear overhaul/repair
· Aircraft strip and paint
· Interior refurbishment

The C-20/C-37 fleets are maintained to FAA-approved maintenance standards. All depot maintenance and spares repair is performed at a Federal Aviation Regulation (FAR) Part 145 FAA-certified repair stations.
The Government does own spare C-20 Rolls Royce MK-611 TAY engines. The Contractor will be required to remove and reinstall engines, perform scheduled/unscheduled on/off wing maintenance, supply line replaceable parts repair/replacement (including accessories), lease engines, obtain Original Equipment Manufacturer (OEM) technical service support, and monitor engine health.
The Government does not own spare C-37 Rolls Royce BR-710 engines. The Contractor will be required to provide a comprehensive engine support program consisting of scheduled/unscheduled shop visits, line replaceable parts repair/replacement (including accessories), lease engines, maintenance program service support, technical publications revisions service, line maintenance training, engine health monitoring, and spare engine availability during shop visits.
The C-37 fleet is supported primarily by Contractor Furnished Property (CFP). The Government will furnish a small inventory of avionics and communication spares as well as a limited quantity of APU and landing gear spares to support the GV and G550 aircraft. The C-20 fleet is supported primarily by Government Furnished Property (GFP). The Contractor will be responsible to furnish spares and augment GFP as necessary to support both C-20/C-37 fleets. The Contractor will determine and maintain the spares inventory in order to meet mission capability requirements. NOTE: The Contractor will not have supply or parts repair responsibility for the aircraft defense system or USAF C-37 MCS (all other military services are the Contractor’s responsibility).
Contractors must establish working OEM relationships in order to access necessary fleet support data. These relationships include establishing agreements allowing the Contractor to obtain approved data and technical support necessary to maintain the fleet airframe, engines, accessories and systems IAW FAA civil airworthiness standards.

PART II. RFI Questions
1. The C-20/C-37 program may have up to 10 aircraft paints scheduled in any given year.
a. Do you have the capability to accommodate this additional throughput per year?
b. Does this requirement impact any VOC limitations?
2. The Government may require Contractor personnel that will be sending and receiving Controlled Unclassified (CUI) data to obtain Common Access Cards. Do you anticipate any challenges with this course of action?
3. Have you ever used and are you planning on using PMA Parts for maintenance?
a. Provide details about situations where PMA parts are used.
b. Describe advantages to your parts support if this allowed.
4. What are the economic advantages and disadvantages of the following contract lengths:
a. 7-year contract
b. 10-year contract
5. Do you perform overhauls on landing gear and APUs or do you sub out that type of work?
a. What is your typical Turn Around Time (TAT)?
b. Are the TATs trending longer, shorter, or stable?
c. Are you having supply chain/manpower issues?
d. What are the sources of negative trends?
6. What are the market conditions for acquiring Gulfstream spare parts?
a. Are there any constraints?
b. Are there any Gulfstream spares that are more difficult to acquire and/or repair?
7. Several aircraft in the fleet have the Original Equipment Manufacturer (OEM) aircraft warranty coverage remaining from time of delivery. This may include one or both of the following:
1. Primary & Secondary Structure Warranty - 20 years or 20,000 hours of flight operation of the aircraft (whichever is shorter)
2. Component Warranty - 5 years from the delivery time This OEM warranty is valid provided such work is performed at a GV or G550 authorized warranty facility. How would your company perform maintenance to support these warranties and allow the Government to retain the full warranty benefits?
8. The Government will require the Contractor to implement a Property Management System (PMS) capable of interfacing with DOD and Air Force systems through the Defense Logistics Agency’s Defense Automated Addressing System (DAAS) IAW DAFMAN 23-119 Government Furnished Property. This will include maintaining accountability records in the Defense Property Accountability System (DPAS) for Government property in the contractor’s possession. Contractors that do not have an PMS capable of interfacing with DPAS can use the Self-Service module to maintain accountability records. More information about DPAS can be found at https://dpassupport.golearnportal.org in the Warehouse Management and Materiel Management modules.
a. Do you have the capability to interface your PMS with DPAS?
b. Describe any challenges you anticipate interfacing your PMS with DPAS.
9. Federal policy requires Contracting Officers to promote and provide for full and open competition in soliciting offers and awarding Government contracts. We are seeking industry’s input regarding ways to encourage maximum competition as well as any perceived impediments to proposing on the current C-20/C-37 CLS requirement. Be as detailed as possible.
10. Complete phase-in of CLS during the anticipated 90-day period is of primary importance to the Government. Ensuring the follow-on CLS provider accomplishes all the necessary tasks and requirements to seamlessly assume full performance of services without impact to C-20/C-37 mission is imperative. It is expected offerors will be required to demonstrate full understanding of phase-in requirements and deliver a comprehensive schedule with discrete events/milestones as part of the technical volume proposal. It is anticipated the proposed total phase-in price will be divided equally to establish three monthly prices. The contractor will be required to specify tasks to be accomplished during each 30-day increment. To incentivize progress and ensure the phase-in is managed in accordance with proposed plan, the Government is considering requiring completion of all tasks as a condition of payment for each increment. If all tasks scheduled during 30-day period are not accomplished, re-evaluation and payment determination would defer to the next increment. Each increment price would not be paid until associated tasks are accomplished.
a. How does your company view this proposed incentive structure?
b. What are the perceived risks to this incentive approach?
11. The Government is contemplating restricting depots to CONUS locations only, except for engine support. Describe any challenges associated with this course of action.
12. Do you anticipate challenges with sourcing high-usage, long-lead delivery parts prior to full performance start date?
13. How would you accomplish OEM issued Aircraft Service Changes (ASC)? What concerns, if any, would you have regarding performance of OEM ASCs?
