| Airworthiness Management applies to activities only within the scope of the PWS. | ||||||
| PWS | 3 | 1.3 | Revision of Services | Given the potential impact on manpower requirements at impacted locations/commands, will the Government consider removing the prohibition on price adjustments in favor of allowing an economic impact proposal from Contractor when necessary to prevent a disruption to the full CLS services? | ||

| PWS | 7 | 1.8.2.3 | USMC Fleet | As the USN Fleet has a GIV, did the Government intend for the section title to be USMC/USN Fleet? | |
| No. The Government did not specify which commercial MMEL is to be used for each applicable aircraft model and expects the Contractor to use the appropriate MMEL. | |||||
| PWS | 9 | 2.4.3 | Foreign Object Damage Prevention Plan | As depots have their own FOD Prevention Plans, can the Government provide a definition of "supported location" that does not include depots? | |

| Since AS9100 incorporates the entirety of ISO 9001, removed the reference to ISO 9001 | |||||
| PWS | 15 | 2.14.1 | Quality Program Requirements compliant to ISO9001/AS9100 | Please clarify whether the Contractor is required to seek and attain third-party registration of the quality management system to validate compliance with ISO9001/AS9100 Standards or is an internal auditing for compliance validation acceptable? | PWS requires ISO 9001 compliance, not certification |
| PWS | 15 | 2.14.1.1 | Aircraft Maintenance Quality Assurance | As there are no FAA repair stations in Canada or Germany where the Rolls Royce engines are serviced, will the Gov. also include the CAA and EASA authorities as approvers for repair facilities in the performance of this PWS? | |
| Added “FAA-recognized international equivalent” language to PWS | |||||
| PWS | 16 | 2.15 | Warranty Management and Execution | Given that the current PWS language may be interpreted as requiring the contractor to provide a warranty on parts supplied by 3rd parties as well as on GFE, can the Gov please define the term, "supplies" as used in Section 2.15 of the PWS? | |
| Lanaguage changed to “parts/SE” | |||||

| The Contractor shall cooperate with and support over-the-shoulder activities involving other Technical Representatives. PWS language updated with clairfying language. | |||||
| PWS | 23 | 2.21.5 | Engineering and Engineering Drawing Support | As the OEM’s commercial drawings and specifications will remain proprietary and are not GFI, will the Government revise this section to clarify that only drawings and specifications produced as a result of this contract will be provided free of proprietary markings? | |
| Revised language to reflect that only drawings and specs produced as a result of this contract will be provided free of proprietary markings. | |||||

| Removed “When a dual engine exchange is required, the Contractor shall ensure that the maintenance team composition does not compromise Extended Operations (ETOPS) capability.” | ||||||
| PWS | 48 | Paragraphs 4.12.11.2 thru 4.12.11.4, | PWS paragraphs 4.12.11.2 thru 4.12.11.4 require the offeror to provide test pilots to accomplish Check Flights, Ferry flights, and Functional Check Flights (FCF) associated with Depot maintenance, "at the direction of the PCO". We were unable to determine the intended workload for these requirements, especially when these tasks will only be accomplished at the direction of the PCO. It would be difficult to maintain test pilot proficiency for the different Mission Design Series (MDS) aircraft if the tasks are infrequently accomplished on such small fleets. It would seem to be advantageous to the Government, for applicable Service (USAF, USN, USMC, USA, and USCG) customer pilots specifically rated for the MDS to accomplish these flight requirements. | 1. What is the Government's estimated workload, by MDS, for contractor pilot checkflight, ferry, and FCF support? | ||
| 2. Is required contractor pilot support limited to Depot requirements? | USAF anticipates utilizing a contractor check flight every scheduled depot with both pilots being contractor personnel. USN utilizes one Navy test pilot and one contractor pilot for every scheduled depot. Ferry flights, if utilized, are projected to be a rare requirement. | |||||

| None anticipated | ||||||
| PWS | 52 | 4.16 | Engine Maintenance | As there are no 14 CFR 145 approved repair facilities for the C-37 engines, will the Government revise the language of this paragraph to include the CAA and EASA authorities as approvers for repair facilities in the performance of this PWS? | ||
| Added FAA recognized International equivalent agency approvers | ||||||
| PWS | 52 | 4.16 | Engine Maintenance | Assuming the government revises the technical evaluation criteria, will the government assign additional strengths to contractor proposals that provide innovative engine/APU maintenance solutions | The current evaluation methodology and factors addressed in Appendix K stand as written. | |
| PWS | 54 | 4.18 | Landing Gear Maintenance | Assuming the government revises the technical evaluation criteria, will the Government assign additional strengths to contractor proposals that provide innovative landing gear maintenance solutions? | The current evaluation methodology and factors addressed in Appendix K stand as written. | |

| Clarified in PWS 1.7 | |||||
| PWS | 56 | 4.22.2 | Software Upgrades | As CSO is no longer applicable to the current aircraft configuration, will the Government remove this reference from PWS 4.22.2? | |
| The Government is seeking needed information to further clarify this requirement. | |||||
| PWS | 57 | 5.1.1 | After award, will the government provide the Incumbent phase out plan? | The Government will provide the needed information, exclusive of third-party pricing. | |
| PWS | 57 | 5.1.1, 3.5.1 | What is the USGs plan to ensure sufficient GFE is available upon transition out to maintain contractual fleet readiness. | All GFE currently on the contract will be transitioned prior to day one of the new contractual PoP via a joint inventory between the outgoing contractor, the new contractor, and the government. All parts to include GFM, SE, and furniture shall be inventoried and documented. However, GFE isn't relied upon to maintian contractual fleet readiness. A newly awarded contractor must come to the table with the spares required to maintain contractual readiness for the C-37 platform. If it's required and not listed on GFE list, contractor will be responsible for obtainting it. | |

| Appendix H has been updated for Draft RFP#2 | ||||
| Appendix I | 4 | HVA TAT Evaluation Criteria | HVA TAT Evaluation Criteria | Given that HVA spares are a required part of the COMBS inventory for this contract, and that readily available spares have ensured that all PWS performance metrics have been met or exceed on the current PWS, will the Government remove the penalties associated with lead times for replenishment HVA spares in light of global supply restraints beyond the control of the Contractor? |
| If the Government is unwilling to remove the penalties identified in Attachment I, will the Government consider ordering additional HVA spares as part of the COMBS inventory making such penalties unnecessary? | Appendix I has been revised to better capture the current C-20/C-37 method for determining HVA repair schedules. However, the penalties have not been removed. The Government designed Appendix I to incentivize the follow-on CLS maintenance provider to shorten repair cycles without the need to purchase more HVA spares. | |||||
| 52.212-1 (ITO)/Draft Appendix J | 5 | Table 2.3 | The proposal organization for the Past Performance volume identifies paragraph 4.3.1, Past Performance Information Forms (PPIF) with an asterisk (*) in the Page Limit column. the * note, however, appears to apply only to the Technical volume. | Will the Government consider updating Table 2.3 to identify the intended page limit per each PPIF past performance citation? | Yes, Table 2.3 and 4.3.1 narrative have been udpated to indicate the Government's request for 5 pages per PPIF. | |

| 2. Will the Government consider excluding the CRM from the page limitation of the intended proposal volume? | 1. The ITO paragraph 2.3.7 has been updated to reflect that the Cross Reference Matrix is only required as part of the Technical Volume. |
2. The Cross Reference Matrix is excluded from the Technical Volume page limitation.
| 52.212-1 (ITO)/Draft Appendix J | 8 | Paragraph 2.4.2 | Tables, Charts, Graphs, and Figures, states: "The following limitation only applies to the Technical Volume. Text intended for evaluation within all figures, charts, tables, and graphs, to include imbedded images, shall be no less than Arial 8-pt. | Will the Government consider amending ITO paragraph 2.4.2 to allow a minimum font size of Arial 8-pt for tables, charts, graphs, and figures of all volumes, vice only the Technical Volume? | Paragraph 2.4.2 has been udpated require a minimium 8-pt font for all tables, charts, graphs and figures. | |
| 52.212-1 (ITO)/Draft Appendix J | 8 | Paragraph 2.4.1 | Paragraph 2.4.1, pages, states: "Page line spacing shall be 1.5 lines." We understand using 1.5 line spacing within Narrative text tends to increase readability for reviewers, however; using that same line spacing within tables, charts, graphs, and figures tends to detract from the readability/understandability of those graphics | Will the Government consider amending ITO paragraph 2.4.2 to allow the use of single line spacing within tables, charts, graphs and figures for all volumes? | Paragraph 2.4.2 has been udpated to require single spacing in all tables, charts, graphs, and figures. | |
| 52.212-1 (ITO)/Draft Appendix J | 11 | Paragraph 3.2.3.a.(1) | Paragraph 3.2.3.a.(1), Continuation of Essential Services Plan, requires offerors to submit a Continuation of Essential Services Plan, but does not state whether this plan is excluded from the volume page limitation. This plan is several pages long, and will detract from the Narrative content offerors must address in response to ITO requirements. | Will the Government consider amending ITO paragraph 3.2.3.a.(1) to exclude the Continuation of Essential Services Plan from the volume I Technical page limit? | Updated Table 2.3 to clarify that any attachments and appendices to the technical volume are excluded from the technical page limit. | |
| 52.212-1 (ITO)/Draft Appendix J | 11 | Paragraph 3.2.3.b.(3) | Paragraph 3.2.3.b.(3) requires Large Offerors to submit a Subcontracting Plan. This paragraph does not specify if this plan is excluded from the volume page limitation. In order to specifically respond to the FAR 52.219-9 requirements, this plan is normally over 16 pages long, and without exclusion from page count, will limit an offeror's ability to provide detailed response to all of the technical volume ITO requirements. | Will the Government consider excluding amending ITO paragraph 3.2.3.b.(3) to exclude the Subcontracting Plan from the volume I Technical page limit? | The Subcontracting Plan is excluded from the technical subfactor because it's considered an attachment to the technical volume. | |

-2 Paragraph 2.3.2.1
2.212-1, ITO, paragraph 4.3.1 identifies a recency period for Past Performance Information Forms (PPIF) of Three (3) years; whereas 52.212-2, Evaluation Factors for Award, paragraph 2.3.2.1 identifies a recency period of five (5) years. Will the government confirm Paragraph 4.3.1 which requires up to three (3) PPIFs for the prime contractor, and up to three (3) PPIFs for each significant subcontractor/teaming partner is the intended PPIF guidance? 52.212-1 and 52.212-2 were revised to remove inconsistency for PPIFs. Three is preferred for each prime and up to three for each significant subfactor.
52.212-1 and 52.212-2 were revised to remove inconsistency for recency period. The recency period is five years.
| 52.212-1 (ITO)/Draft Appendix J | ITO Attachment 1.1, pgs 23 and 33; | |||||
| Paragraph 4.3.1, pg 15 | 52.212-1, ITO, contains two separate Attachments 1.1. The first Attachment 1.1 begins on page 23, and addresses completion of the PPI Tool (an access database) and the second Attachment 1.1 begins on page 33, and appears to be a stand-alone Word-based document.Furthermore... the first paragraph of the second attachment 1.1 (pg 33) contradicts ITO paragraph 4.3.1 concerning the numbers of required past performance citations to be submitted for the Prime contractor and significant subcontractors. Paragraph 4.3.1 requires up to three (3) PPIFs for the prime contractor, and up to three (3) PPIFs for each significant subcontractor/teaming partner; whereas the second attachment 1.1 (pg 33) requests offerors to submit between 6 and 10 PPIS (we think PPI was intended) forms for the prime Contractor and between 4 and 7 for each significant subcontractor/teaming partner. As written in attachment 1.1, page 33, the requirment for betweeen 6 and 10 PPI would signinficantly reduce the competitive landscape and limit competition for this effort. | Will the Government please confirm ITO Attachment 1.1 (pg 23) is applicable to this solicitation which equires up to three (3) PPIFs for the prime contractor, and up to three (3) PPIFs for each significant subcontractor/teaming partner? | The first ITO Attachment 1.1 is applicable to the solicitation and was changed to Attachment 1.0. The contradictory language was removed from the second ITO Attachment 1.1 (now page 34). Three PPIFs are preferred for each prime and up to three PPIFs for each significant sub are preferred. | |||
| Appendix J Instructions to Offerors | 24 | ITO Attach 1.1 | Attachment 1.1 provides instructions for using the PPI Tool and refers to a "PPI_Tool_Download_Instruction" to be included with the solicitation documents. | When does the Government anticipate issuing the "PPI_Tool_Download_Instruction" document? | PPI_Tool Download is included as Attachment 1.1; it will be changed to Attachment 1.0 | |
| Appendix J | 11 | 3.2.3.b(2) | Appendix J, paragraph 3.2.3.b(2) requires offerors to provide a Small Business Participation Commitment Document (SBPCD). | Can the Government confirm that the SBPCD is not included in the Technical Volume 75-page limit? | ||
| Confirmed, the SBPCD is not included in the technical volume page limit. | ||||||
| Appendix J | 11 | 3.2.3.b(3) | Appendix J, paragraph 3.2.3.b(3) requires the offeror to submit a subcontracting plan " IAW FAR 19.7, 52.219-9; and Defense Federal Acquisition Regulation Supplement (DFARS) 215.304(c)(i), 252.219-7003, or 252.219-7004." |
The Draft PWS, paragraph 2.8 requires a subcontracting plan "IAW FAR 19.704."
Can the Government pease clarify the exact requirements for the subcontracting plan. Appendix J stands as written - note FAR 19.7 is entitled The Small Business Subcontracting Program. This reference is broader and includes information detailing when a plan is required, statutory requirements, and responsibilities . As stated the subcontracting plan submitted with the proposal must meet all requirements described in 19.7 and in 52.219-9 and DFARS 215.304 (c )(i), 252.219-7003 and 252.219-7004.
The PWS points to a narrower FAR reference (19.704) because it is describing requirements for the plan only.
