About this file
This document comprises special provisions for utility improvements on the Franklin Road project (McDermott Road to Black Cat Road) in Meridian, Idaho, prepared by the City of Meridian in coordination with the Ada County Highway District (ACHD). The project encompasses sanitary sewer and potable water utility improvements that are being contracted and constructed as part of ACHD's larger Franklin Road widening initiative, which includes five-lane expansion, multi-use pathways, stormwater facilities, irrigation facilities, street lighting, and intersection signalization. The special provisions establish construction standards, inspection protocols, and coordination requirements for utility contractors. All sanitary sewer and potable water work shall be inspected by the City of Meridian Public Works Department, with construction staking provided by the City unless otherwise noted. Work must comply with the current Idaho Standards for Public Works Construction (ISPWC), City of Meridian Supplemental Specifications and Standard Drawings, Ada County Highway District requirements, the Uniform Plumbing Code, and Idaho state law. Contractor responsibilities include providing compaction testing through independent third-party firms, maintaining continuous utility service to affected properties with service disruptions not exceeding six hours without prior approval, coordinating water main shutdowns with minimum seven business day notice and 48-hour property owner notification, and protecting and maintaining all construction stakes and utility appurtenances throughout construction phases.
The special provisions establish specific technical requirements for multiple utility components, including dewatering plans requiring City of Meridian and Idaho Department of Environmental Quality approval prior to construction, trench backfill specifications requiring prior City inspector approval before importing materials, temporary surface restoration procedures, pipe casing and sleeving specifications with polyethylene casing spacers and neoprene seal boots, water main fusion process requirements with licensed technician oversight and electronic data logging, flushing and disinfection protocols using dechlorinated water, gate valve specifications with specific valve box lid requirements, fire hydrant assemblies with Storz connections and locate stations, water service connections and relocations with detailed documentation requirements, sanitary sewer pipe installation with joint restraints in steel casings, sewer manhole and cleanout specifications, and blow-off assembly installations. All materials, equipment, and labor for completing work not specifically included in bid items are considered incidental to the project with no separate payment authorized. The contractor bears responsibility for testing all sewer pipes and manholes, providing necessary water for hydrostatic testing, and pumping out water from dry sewer mains following testing completion. Special provisions include custom bid items for blow-off assemblies, abandonment of existing water services with specific plug and cap requirements, and connection of existing water lines to new water services.
