About this file
This document is a comprehensive property condition assessment report by National Property Inspections for the City of Kissimmee's Haven on Vine Renovation Project, located at 1815 W. Vine Street in Kissimmee, Florida. The inspection, conducted on February 1, 2023, by Inspector Joshua Rogers, thoroughly evaluated the main building, annex, gym, and apartment units, revealing extensive structural, electrical, plumbing, and maintenance issues across the property. The assessment covers multiple building systems including roofing, electrical, HVAC, plumbing, bathrooms, and exterior surfaces, with most systems rated as "fair" or "poor" and requiring significant repairs or replacements.
The property, purchased by the City to convert an old hotel into emergency housing and affordable apartments, will comprise 40 emergency housing units and 80 apartment units for low-and moderate-income residents. The project is funded through multiple sources including American Rescue Plan Funds, County and City contributions, HOME Investment Partnerships, and Community Development Block Grant. The inspection report highlights critical issues that will need addressing before the renovation, including widespread roof damage, electrical safety concerns, non-functioning HVAC units, water heater deficiencies, bathroom infrastructure problems, and structural deterioration. The comprehensive assessment suggests substantial investment will be required to bring the property to a habitable and safe condition for its intended housing purpose.

SCOPE OF THE INSPECTION :
This assessment is in general accordance with the ASTM standard E2018-08 for Property Condition Assessments.
The intent of this report is to identify and communicate conspicuous defects or material deferred maintenance of a subject property’s material systems, components, or equipment as observed on the date of the Field Observer’s Walk-Through Survey. This was a visual review of readily accessible areas and components. It was not technically exhaustive and no excavation, disassembly or removal of covers, panels or obstructions was performed. Hidden or obstructed defects may not be observed. In addition, some components were assessed on a random sampling of like items. Cost estimates for repair or replacement are beyond the scope of this inspection and included as a courtesy only. The estimates are ballpark estimates and should not be relied upon. The elevator, pool, pool deck and pool equipment were not inspected as they are all beyond the scope of this inspection. Additonal photos for multiple sections are included at the end of the report.

Comments:
A few exterior panels were observed with empty knockouts. Recommend an electrician evaluate and add covers as necessary.
Many Federal Pacific Stab-Lok panels were noted on the interior and exterior. Some believe Stab-Lok circuit breakers may fail to trip in response to an over current or a short circuit. Failure of a circuit breaker to trip can result in a fire, property damage, or personal injury. A circuit breaker that may not trip does not afford the protection that is intended and required. Simply replacing the circuit breakers is not a reliable repair. Some of the electrical panels were observed with empty breaker sockets. Recommend further evaluation of all electrical panels by an electrician for safety.
Conduit along the rear of Buildings A - E was loose/dissconnected. Recommend repair by an electrician.
Exposed wiring was noted in multiple locations around the exterior of the buildings. Recommend further evaluation and repairs by an electrician.
