About this file

File Summary

This file is a procurement checklist document used by the City of Fort Myers in conjunction with the Florida Department of Transportation for managing solicitations and contract awards. The checklist outlines procedural workflows for Invitation to Bid (ITB) and Request for Proposal (RFP) solicitations, beginning with intake request receipt and culminating in contract execution and maintenance. For the Downtown Pedestrian Mall and Micromobility Feasibility Study (FDOT Project Number 451523-1-18-01), the solicitation was released on February 5, 2025, with proposals due on March 6, 2025, at 2:00 pm. A pre-submittal meeting was scheduled for February 12, 2025. The two-part feasibility study requires qualified consultants to investigate bicycle and pedestrian-only street and micromobility opportunities within Fort Myers' Downtown and Midtown districts, with deliverables including data collection, traffic analysis, stakeholder interviews, transportation management planning, and conceptual design development. The project timeline extends 18 months following the Notice to Proceed, with City Council approval scheduled for April 21, 2025.

Evaluation of proposals will be based on two primary criteria: Approach to the Project (45% of total score) and Experience of the Firm and Qualifications of Assigned Personnel (55% of total score). The project emphasizes Disadvantaged Business Enterprise (DBE) participation with FDOT's race-neutral DBE program establishing a 10.67% participation goal. Funding sources include local and federal sources, with contractors required to comply with E-Verify employment eligibility verification, anti-lobbying certifications, human trafficking prevention affidavits, and FEMA financial assistance guidelines. Contractors must verify DBE and Small Business status through specific online directories and enter DBE participation information into the Equal Opportunity Compliance (EOC) System following contract award. The checklist provides comprehensive procedural guidance for all stages of procurement, including collaborator invitations, vendor notifications, response evaluations, intent to award letters, contract creation, and post-award contract maintenance and insurance tracking.
