Certificate of Partial Payment Summary

This is a Certificate of Partial Payment form issued by the Clay County Board of County Commissioners in Florida for the Generator Preventative Maintenance contract (IFB #25/26-015). The certificate establishes the payment structure and vendor certifications required for partial progress payments throughout the contract term. The contract encompasses comprehensive preventative maintenance and emergency repair services for 43 generators located across County facilities, with annual maintenance consisting of 13 major tasks and quarterly minor inspections performed three times annually per generator. Emergency repair services must be available 24 hours daily with a two-hour response time and 48-hour completion requirement, while routine repairs require completion within five working days and major repairs within 10 working days. The sealed bidding process requires electronic submission by February 19, 2026, at 4:00 p.m., with bid opening scheduled for February 20, 2026, at 9:00 a.m. The initial contract term is 24 months with two optional 12-month renewal periods at the County's discretion, with Board recommendation scheduled for March 24, 2026.

The Certificate of Partial Payment establishes vendor obligations requiring contractors to certify that all work has been performed in accordance with contract terms and that all subcontractors and suppliers have been paid their pro rata shares from previous progress payments. The contractor must remit payment to subcontractors and suppliers within 10 days of receipt, and ensure that subcontractors remit payment to their own subcontractors and suppliers within 7 days thereafter. Qualified bidders must possess Florida contractor licensure, demonstrate a minimum of 10 years' generator maintenance experience, hold manufacturer-authorized repair facility status, employ certified technicians, and maintain 24-hour emergency capabilities. Required insurance includes Commercial General Liability of $1,000,000/$2,000,000, Business Automobile Liability of $1,000,000, and Workers' Compensation at statutory limits, with a five percent bid bond required unless waived by the County Manager. The procurement documents do not identify specific budget ranges, estimated award values, incumbent vendors, or set-asides for disadvantaged or minority-owned enterprises; the contract will be awarded to the lowest responsive and responsible bidder under Clay County's local preference and Buy American policies.
