2When releasing the task orders, will you provide much funding that is available to support this taskTask orders are planned with our budget office. The use of incremental funding may take place; however, additional funding will be incorporated to satisfy the requirement.
3Is a current Top Secret facility clearance required for award or will the Gov. sponsor awardees for TS?TS eligibility is required at time of proposal submission. The Government will not sponsor clearances.
4Will there be multiple awards on this contract?Yes, this is a MAC IDIQ
5Can you submit for individual sections? For example, technical support or planning and analysis or are you required to submit for all 5 areas?The awardee must be capable and able to satisfy the entirety of the requirement. This capability is dependable on their approach and teaming arrangements. The prime may split the work within its subcontractors; however, it is responsible for integrating and managing it.
6The former CDD contract only award task orders to incumbents, which reduced interest in expanding resources. Will the Government require/ensure increased participation?Upon IDIQ award, task order requirements will be procured within the contract holders. If a company wants to participate, it must establish a B2B relation with the contract prime(s). The Government will not incorporate new primes once this MAC IDIQ award is completed.
7Will the industry day slides be shared to the group?Yes, they will be posted via SAM.GOV
8Are all marine capabilities in the same portfolio?No, they are based on Agency dependencies/organizations.
9Are there any considerations to lower the security requirements back down to Secret FCL?No, the DD-254 must be at the highest classification level, which is Top Secret
10Is there work in MCWL that was historically on another contract that is expected to move to TOSS? Specifically admin work for staff support?No, this CDD TOSS include requirements that are for the command need. MCWL's current contract support is set. Any work under TOSS could be in addition to the need already covered on existing contracts.
11Will all divisions in CDD be required to use the TOSS IDIQ or will certain divisions continue to utilize other contract vehicles?The TOSS contract is for CDD and all its divisions can benefit from it. Other contracts in place are not being substituted with TOSS.
12Is there a requirement for Top Secret storage at contractor site?No, all classified documents will be stored at government site.
13Is there a requirement for a small business plan?This is a small business set aside and a SUBCONTRACTING plan is NOT required. Per Industry Day feedback and internal discussion with government officials, Factor 3 Small Business Participation Plan has been removed from the solicitation.
14Do vendors need to have past performance in each of the 5 task areas in order to be qualified to bid?No, there are no restrictions on past performance
15Where will the slides be available?They will be posted via SAM.GOV
16The Draft RFP requested hard copy submission along with CD. Would the government allow total electronic submission?No electronic submissions will be accepted. Hard copy and CD only
17In the Draft RFP, the government requested a 40 page Tech to include a tech approach to IDIQ PWS 3.0 tasks and staffing and management for IDIQ, as well as additional approaches for initial and sample task order?No additional pages will be incorporated. The Staffing Matrix will be an attachment to Factor 1 and will not count towards the page count.
18How many initial tasks and sample tasks will be required in the proposal response?3 initial task orders (Task 1, 2 and 3) and 2 sample task orders (sample 4 and 5)
19Per FAR 52.219-9 a SB participation plan is not required because all primes are required to do 51% of all tasks.Per Industry Day feedback and internal discussion with government officials, Factor 3 Small Business Participation Plan has been removed from the solicitation.
20Is there a contractor SCIF requirement?There is no requirement for a SCIF, just to access TS information. The Government will provide access to a SCIF in Quantico if such need arises.
21Does the acquisition offers functional benefit (e.g. integration support for Force Design 2030)? Trying to understand benefit of bifurcating MCWL's concepts and plans from the previous plenary contract?The Government has no plans of consolidating services. The CDD TOSS serves as augmentation for capabilities that are maxed under current contracts.0
22Is there an expectation to work on classified products off post?There is no requirement for a SCIF, just to access TS information. The Government will provide access to a SCIF in Quantico if such need arises.
23Will this be an SCA contract?This contract is not subject to SCA.
24Does the Government intent to offramp companies that do not actively respond to the task order requirements?No offramp will be done.
25Will historic staffing be provided to avoid incumbents advantage?This is performance based contracting and each solution will be assess independently. The Contractor may ask questions during the fair opportunity process to better position their solution. No historical staffing information will be provided.
26Having contractors to provide their own staffing qualifications/LCATS will not provide consistency and will result in very different pricing at the task order level. If Gov provided the labor requirements/staffing plan, it will ensure consistency.This is performance based contracting and each solution will be assess independently. The Contractor may ask questions during the fair opportunity process to better position their solution.
27Will the initial and sample TO requirements be released in the draft form prior RFP?No, they will be released with the final RFP
28Can we expect larger task order RFQ released under the current contract?Maybe, depending on command's needs
29Will the Government provide TO forecast report to allow for planning of proposal efforts?Yes, they are being done quarterly.
