Performance Work Statement (PWS) in Support of
Deputy Commandant Combat Development & Integration
Capabilities Development Directorate
1. INTRODUCTION
The scope of this SAMPLE TASK ORDER 2 effort includes provisions for operations support the
Marine Corps Warfighting Laboratory.
2. SUPPORT REQUIREMENTS
This task order directly correlates to Task 5 Operation Support, in the Indefinite Quantity, Indefinite
Delivery (IDIQ) contract; moreover, the following is a list of general requirements:
2.1. WORK LOCATION. The place of performance will be in at government site across multiple locations. The Concepts and Plans and HQMC/Deputy Commandant Liaisons support will be at the
Marine Corps Warfighting Laboratory located at 2084 South Street, MCB Quantico, VA 22134.
Remaining Liaison Support will be at each Marine Expeditionary Force (MEF) I MEF at Camp
Pendleton CA, II MEF and Marine Special Operations Command at Camp Lejeune NC, III MEF in
Okinawa Japan. Limited work will occur off-site but not as a full-time place of performance. The
Government will provide desk, desk phone, networked computers and basic administration supplies for those requirements performed or designated for primary execution at government sites. A total of 15 desk units are available for the contractor to use in the execution of this contract.
2.2. GOVERNMENT FURNISHED INFORMATION/EQUIPMENT. The Government will provide information as necessary to perform required services. The Government will provide desk, desk phone, networked computers and basic administration supplies for those requirements performed or designated for primary execution at government sites. A total of 16 desk units are available for the contractor to use in the execution of this contract.

Note: There are four desks available for the HQMC Command Liaison support, one desk for Concepts Analyst and two desks for Concept Planners. There is one desk available per MEF.
2.3. TRAVEL REQUIREMENTS. Occasional travel for coordination of support efforts in the local area is anticipated. Government directed CONUS and OCONUS travel may be required. Local travel will not be reimbursed.
2.4. PERFORMANCE MANAGEMENT. The Contractor shall provide the necessary resources and infrastructure to manage and administer this task order. The selection of teaming partners, subcontractors, facilities, and other business considerations is discretionary on the part of the Contractor, so long as they conform to the labor categories, pricing, and performance terms and conditions that bind the prime. The
Contractor shall establish processes, assign appropriate management, and support resources to this task order and to interface with CDD’s COR. This shall include management of staffing actions, subcontractor management, finance, and Government interface with CDD and RCO-NCR staff. At all times, the prime
Contractor shall be responsible for the actions of its teaming partners and subcontractors.
2.5. GOVERNMENT RESPONSIBILITIES AND INTERFACE. CDD's designated COR will have technical cognizance over the tasks listed herein. The COR will execute responsibilities related to quality compliance and performance oversight; deliverables acceptance; invoice certification; and coordination of follow-on work efforts. Only the contracting officer will interface with the prime Contractor’s representative for payment and administrative issues.
2.6. TECHNICAL PERFORMANCE QUALITY. Site Lead for the contractor team can either be the
Prime or a Subcontractor, however, technical cognizance over performance remains with the prime
Contractor at all times. The prime Contractor is responsible for all assigned resources, performance quality (e.g., QASP compliance), and deliverables associated with each task order.
2.7. STAFF QUALIFICATIONS. The Contractor shall be responsible for staffing, competency training, guidance, and supervision of personnel performing any resulting task orders. The Contractor shall accomplish the assigned work by employing and utilizing qualified personnel possessing an appropriate combination of education, training, and experience required to respond to the criteria contained herein.
Staff initially assigned shall provide the benchmark for replacement staff qualifications and no dilution of such qualifications, or reduction in performance shall be incurred by the Government as a result of staff reassignment/departure.
2.8. SECURITY CLEARANCE. The Contractor shall take all necessary steps to assure that Contractor and any subcontractor personnel performing under this contract are persons of professional and personal integrity and trust and meet all other requirements stipulated in this PWS.
2.7.1 The Contractor shall be responsible for ensuring all contract personnel are U.S. citizens and possess an in-scope (per current DoD 6-year reinvestigation requirement), favorable, Single Scope Background
Investigation (SSBI) /T5 investigation (to include SBPR, PPR or T5R), or currently enrolled in the DoD
Continuous Evaluation (CE) / Continuous Vetting (CV) program, adjudicated for Sensitive
Compartmented Information (SCI) eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of award and prior to performance under this contract.
All Contractors are subject to random Counterintelligence Scope Polygraph (CSP) examinations as part of the Director of Intelligence's Continuous Evaluation Program.
The Contractor shall ensure it and any subcontractors have completed all DD Form 254 requirements prior to commencing any work under this contract.
The Government will provide the Contractor access to NATO, Secured Internet Protocol Router
Network (SIPRNet), and Joint World-wide Intel Communication System (JWICS) terminals at the
Government facility, as required at the task order level.
2.7.2 Facility Clearance. The contractor shall have an active final Top Secret Facility Clearance
(access to COMSEC and NATO) without any Special Limitations that restrict access.
2.7.3. Subcontracting. Before any subcontracting can take place, approval from the CD&I SSO is required. DD Form 254 is required.
2.9. PHYSICAL RESOURCES. The Contractor shall have all necessary equipment, models, tools, software applications, infrastructure (e. g. wired or wireless telephone networks, laptops, etc. and other resources necessary to execute performance of task orders. No additional charges will be made to the
Government to purchase equipment, software, or other tools necessary to perform task orders following their award.
2.10. TERMS AND CONDITIONS. All FAR clauses, provisions, and terms and conditions from the
Master IDIQ, are applicable to this acquisition and can be viewed at http://www.acquisition.gov/far.
Additionally, the Government reserves the right to incorporate all or part of the successful offeror's proposal into any contract awarded pursuant to this solicitation. In the event of any conflict between the successful offeror's proposal, which is incorporated into the contract awarded pursuant to this solicitation, and any other portion of the contract, the conflict shall be resolved in favor of the contractual terms that were provided in the
Government's solicitation. Moreover, in the event that the successful offeror's proposal exceeds any solicitation requirement, it will become the minimum or threshold contract requirement.
3. SPECIFIC REQUIREMENTS
Task 5 Operations Support: The Contractor shall provide technical and functional support in this requirement area by executing the specific services identified, but not limited to:
3.1. G3 Operations. Requirements in support of the G3 require a minimum of Secret access with the exception of the liaisons requiring access at SCI to perform unrestricted coordination and integration. The contractor shall provide technical and functional support in this requirement area by executing the specific services identified, not limited to the following:
3.1.1. Provide operational and administrative support to facilitate development of the MCWL/FD
Campaign Plan and supporting Training Exercise and Operations Employment Plans (TEEP) and schedules.
3.1.2. Establish a Synthesis Center for synthesizing knowledge gained from wargames, experiments and evaluations of concepts, equipment and tactics, techniques and procedures as well as enabling technologies and prepare X-Files booklets and distribute to the operating forces.
3.1.3. The Contractor shall review, analyze and synthesize experimentation results to propose recommended TTPs for input into the Expeditionary Force Development System and Joint
Capability Integration Development System.
3.1.4. Provide support to the Public Affairs Officer (PAO) to inform and educate target audiences on
Marine Corps Warfighting Laboratory activities and interests.
3.1.5. Coordinate and communicate with PAOs from other organizations to include, MCCDC, MCSC and ONR and industry.
3.1.6. Plan, prepare and coordinate with other staffs for visitors to the Marine Corps Warfighting
Laboratory.
3.1.7. Assist the PAO in planning, preparing, coordinating public relations meetings, news conferences, briefings and information releases with the media (press, television, radio, etc.).
3.1.8. Prepare focused topical media products in support of a specific message as provided by the 03.
3.1.9. Plan and coordinate, to include personnel and logistics, enabling a MCWL/FD exhibit and presence at trade shows and public displays relative to the venue specific message.
3.1.10. Promote and support experimentation events and document experiments for use in public affair events.
3.1.11. Provide graphic design technical support.

3.1.12. Develop conceptual, strategic and dynamic design solutions for MCWL/FD approval.
3.1.13. Operate and maintain audio visual equipment, providing for processing and handling of exposed film, production of video, and perform audio visual work in the production of training and presentation aids.
3.1.14. Develop and produce creative video storytelling that promote organizational interests and work of the MCWL/FD.
3.1.15. Create and produce a variety of printed and collateral materials, mockups, presentation boards and visual products that promote organizational interests and work.
3.1.16. Provide information, knowledge, social media, SharePoint, shared-drive management and WEB design support.
3.1.17. Provide WEB master support for the MCWL/FD Non-classified Internet Protocol Network and
Secret Internet Protocol Router Network websites and publish present relevant and current information via the respective networks and coordinate with MCWL/FD Information
Management I Information Systems community of interest in the development and use of
Microsoft SharePoint and CORAS Works. Community of interest consists of the 03 and
MCWL/FD division.
3.1.18. Provide end-user friendly designed SharePoint web-parts and sites with front line suppo1t to users experiencing system problems.
3.1.19. The Contractor shall research, be knowledgeable of and maintain a current library of Joint and
Marine Corps doctrinal publications.
3.2. Marine Expeditionary Forces (MEF) Liaison Support: The Contractor shall provide technical and functional support in this requirement area by executing the specific services identified (Top Secret access required), not limited to the following:
3.2.1. The Contractor shall provide Senior Military Operation Analysts for each of the three MEF commands (MEF 1, II and III).
3.2.2. Interact with MEF staff to assist in the identification of operational shortfalls and requirements that shall be fulfilled by technology solutions and provide recommendations on technology integration and operational requirements at all levels of security to include SCI access.
3.2.3. Assist in the preparation of memorandums of understanding for the conduct of specific experiments and provide the initial coordination for any MCWL/FD experimentation, demonstrations, and technology integration conducted with the MEFs.
3.2.4. Prepare and give presentations to audiences, both technical and non-technical, ranging from senior government officials to operational end-users.
3.2.5. Assist in the development and execution of visitor and media plans for the conduct of experiments.
3.2.6. The liaison to III MEF shall also (1) perform travel as required in support of III MEF and shall include but not limited to the following trips annually: Two (2) trips, approximately five (5) days each from home base Okinawa, Japan to Hawaii, in order to support MCWL/FD experimentation planning and execution; and two (2) trips, approximately five (5) days each from home base Okinawa, Japan to MCWL/FD headquarters, Quantico, Virginia, to conduct face-to-face coordination with MCWL/FD leadership and across all MCWL/FD Divisions.
This travel will be reimbursed under the travel CLIN.
3.3. Concepts Analysis Support. Contractor shall have recent experience with the United States Armed
Forces, Marine Corps and Navy experience preferred, or other U.S. Government Agencies. This includes a minimum of two (2) years of specified task area experience and over fifteen (15) years of active duty military service or civil service within a United States Government Executive Department (or combined service in two (2) Executive Departments for a total of fifteen (15) years). Specified task area qualifications may be exemplified by various combinations of past service in the development of concepts and plans; completion of professional military education at the field grad level or above or civilian equivalent; duty as an instructor at a formal school; duty within a joint / service / operational level headquarters or comparable level civilian agency staff; or publication of articles in one or more professional journals.
3.4. Concepts Planning Support. Contractor shall have completed professional military education at the field grade level with an emphasis on second year planner schools (e.g., School of Advanced
Warfighting, School of Advanced Military Studies, etc.). In addition, personnel should have experience as the lead planner directing Marine air-ground task force (MAGTF) operational planning teams (OPTs) or joint planning group (JPGs) at the Marine expeditionary force (MEF) or Marine component level.
4.0 DELIVERABLES
Unless otherwise agreed to by all parties, the Government will provide written acceptance, comments, and/or change requests, if any, within five business days from receipt of any formal deliverable. If written acceptance, comments, and/or change requests are not provided within five business days, the deliverable shall be deemed acceptable as written by the Contractor. If the Government provides comments and/or change requests, the Contractor shall have five business days from receipt of the Government correspondence to incorporate the comments and/or change requests and resubmit the deliverable. Formal quality control measures are expected to be executed for all formal deliverables under this task order. Upon task order expiration all Government work must be turned over to the Government in electronic format.
