About this file
This is Addendum #1 to a Capital Needs Assessment Request for Proposal issued on April 10, 2026, by an unnamed Connecticut agency seeking multifamily building assessments in Stamford. The addendum clarifies seven key questions submitted by potential respondents regarding scope, staffing requirements, and deliverables. The assessment focuses exclusively on site conditions, exterior building conditions, and building systems, explicitly excluding apartment interiors and interior common areas. Respondents must provide a list of qualified licensed engineers or qualified professional assessors with proven experience in inspections of multifamily building assemblies, systems, and energy conservation; however, firms may subcontract specialized compliance audits to experienced consultants as part of their team. The assessor shall identify life safety and accessibility deficiencies under applicable federal regulations and Connecticut and Stamford local codes through standard visual observation rather than comprehensive field measurements. Respondents may submit their own sample report format for review rather than adhering to a mandatory template, provided it fulfills the agency's format requirements.
The addendum resolves a significant scope conflict by deleting the requirement for a 20% survey of housing units, confirming that unit interior inspections are not part of the scope of services. The RFP does not specify pricing terms, contract value, award dates, or contract term duration in the available addendum documentation. No incumbent vendors, set-asides, or funding sources are identified in the materials provided. Potential respondents should refer to the complete RFP documentation for comprehensive evaluation criteria, pricing specifications, submission deadlines, and additional contractual terms.

Capital Needs Assessment RFP Addendum #1 Issued: 4/10/2026
1. In reviewing the RFP, I noticed that it mentions in multiple locations to include the list of qualified engineers that will conduct the assessments. At US Housing Consultants, we do not employ any engineers as HUD only requires them for new construction, and CHFA only requires them for new construction or in preparation of a major rehab. I wanted to know if by not having an engineer on staff, would that disqualify us from being awarded this work or losing out on the 25 points allocated for that criteria requirement.
Response: Replace Section VI – Evaluation Criteria #2 with the following:
List of qualified licensed engineers or qualified professional assessors with proven experience in inspections of multifamily building assemblies, systems and energy conservation that will conduct the assessments of each area as listed in this Request for Proposals (RFP).
2. The RFP asks for a list of qualified engineers. Do you require licensed Professional Engineers (PEs) to conduct the site visits, or are experienced field observers with architectural/engineering backgrounds acceptable?
Response: Replace Section – Evaluation Criteria #2 with the following:
List of qualified licensed engineers or qualified professional assessors with proven experience in inspections of multifamily building assemblies, systems and energy conservation that will
3. Section III mentions compliance with ADA, UFAS, HUD standards, and local codes.
Are you looking for a comprehensive compliance audit including field measurements, or is a standard visual observation for obvious deficiencies sufficient? If this is a comprehensive compliance audit, can you please confirm you would be comfortable with KOW subcontracting this audit to a firm who performs these regularly.
Response: The intent is for the assessor to identify life safety and accessibility deficiencies (if any) under applicable federal regulations and laws for the state of Connecticut and City of Stamford. A respondent may engage with a consultant experienced in this type of investigation to be part of their team.
4. I’d like to clarify what appears to be a conflict regarding the scope. Section I states that apartment interiors are excluded, but the sample requirements in Section IV ask for a 20% survey of the housing units. Can you clarify if we are inspecting the interiors of the dwelling units?
Response: Delete Section IV – Sample Requirements #2. To clarify, inspections of the unit interiors are not part of the Scope of Services for this RFP.
5. The RFP mentions utilizing an "agreed upon format." Do you have a mandatory template we must use, or are you open to reviewing a sample of our standard report that we can be modified to fulfil format requirements?
Response: We do not have a standard/mandatory report format. Please provide a sample report for review.
6. Page 2 says “Distinct from a typical comprehensive physical needs assessment, which includes apartment interiors, and interior common areas, this study shall focus only on the Site Conditions, Exterior Building Conditions and Building Systems categories as defined in Section II, below.” and Page 5 section 2. Dwelling structures: says “survey 20% of housing units in family communities” Question: Are you looking for 20% of the interior of units inspected or only an exterior inspection?
Response: Delete Section IV – Sample Requirements #2. To clarify, inspections of the unit interiors are not part of the Scope of Services for this RFP.
7. Page 6 says “Respondents must include a list of qualified engineers that will conduct the assessments of each area as listed in this Request for Proposals (RFP).”
Question: Are you looking for a separate subspecialist and/or engineer (to evaluate in each area of the property or will a person qualified to complete a general HUD inspection be sufficient for your needs?
Response: Replace Section VI – Evaluation Criteria #2 with the following:
List of qualified licensed engineers or qualified professional assessors with proven experience in inspections of multifamily building assemblies, systems and energy conservation that will
