About this file
This is a Scope of Work Verification form from the Orange County Transportation Authority (OCTA) in California, certifying compliance with procurement standards for a sales tax audit and recovery services contract. The document establishes general rules and requirements for preparing scopes of work and specifications, mandating clear and concise documentation that identifies all characteristics, specific tasks, and functions of the services to be procured. The Authority requires that expected quality of services and performance characteristics be specified whenever possible, with all optional items clearly identified in solicitation documents. The verification form must be completed and submitted with the scope of work by a Project Manager and either the Department Manager, Director, or Executive Director, confirming that the SOW was independently prepared to invite competition without reference to brand names, unreasonable restrictions, or vendor favoritism.
The form includes provisions for specifications that reference brand names only when determined to be "impractical or uneconomical" under FTA Circular 4220.1F standards, with explicit requirements that specific features and salient characteristics of named brands be clearly stated to allow evaluation of equivalent proposals. The document prohibits consultants from writing or assisting in the development of scopes of work in which they may bid, ensuring competitive integrity. The verification was processed on April 28, 2026, with requisition number R002022 assigned through the Revenue & Grants department, supporting the five-year sales tax audit and recovery services procurement opportunity.

FA-CAMM-071.docm (03/16/18) Page 1 of 1
The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
