About this file
This is an interoffice procurement plan memorandum from the Orange County Transportation Authority (OCTA) dated June 1, 2026, concerning Request for Proposals (RFP) 250352 for Sales Tax Audit and Recovery Services. The RFP seeks qualified consultants to provide sales tax audit and recovery services on a five-year term effective through September 30, 2031. The procurement type is RFP rather than Invitation for Bid because multiple selection factors beyond cost must be considered. The evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (25%), Work Plan (30%), and Recovery Rate Percentage (20%). The evaluation team comprises five internal members: May Hout (Principal Financial Analyst, Revenue Administration), Franchesca Ching (Department Manager, M2 Program Management Office), and John Garbowski (Principal Financial Analyst, Financial Planning and Analysis), with additional team members to be identified.
The contract is structured as firm-fixed price with compensation based on a percentage of recovered unrealized sales tax revenue, resulting in a term dollar amount of $0.00 since annual payments vary and are not funded from OCTA's budget. The contract includes retention requirements but prevailing wage and liquidated damages provisions were not selected. An independent cost estimate has been received, and requisition number R002022 has been issued. No DBE goal has been established for this procurement. The project manager concurrence was provided by May Hout, and section manager approval was granted by Rebecca Abeyta on the same date.
