About this file
This is a Safety Awareness Guide exhibit prepared for the Orange County Transportation Authority (OCTA) Streetcar Yard & Maintenance Storage Facility, included as Appendix B of an Invitation for Bid (IFB 250223) for lot sweeping services. The guide establishes comprehensive safety requirements and protocols for all personnel, contractors, vendors, and visitors working at or accessing the OCTA streetcar facility located at 2008 W. 5th Street, Santa Ana, California. The document outlines mandatory safety procedures across multiple operational areas, including track access restrictions, roadway worker protection requirements, electrical hazard awareness, motor vehicle safety, and specialty work authorization protocols. All work must be coordinated through the Operations Control Center (OCC) at (888) 560-5050, and contractors must obtain prior authorization before commencing any activities within the facility.
The guide mandates specific personal protective equipment (PPE) requirements, including ASTM F2413 EH-rated safety shoes, orange high-visibility vests, and safety glasses with side shields for maintenance shop work. All personnel must check in at the security desk upon arrival and display OCTA-issued badges. Critical safety protocols include maintaining a 10-foot distance from overhead power lines, prohibition of personal electronic devices within 6 feet of tracks, adherence to Blue Flag and Red Flag warning systems, and strict adherence to stop-work authority where any individual may halt operations upon observing unsafe conditions. The document emphasizes that safety is a core organizational value and that unsafe acts may result in immediate site removal, with all emergency situations requiring immediate notification to OCC and emergency services at 911.
