About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for lot sweeping services. The project involves replacing the existing agreement C-32835 with a new contract for lot sweeping services, including recent additions of lot and track sweeping services for the OC Streetcar Maintenance and Storage Facility (MSF), Harbor lot, and embedded track. The procurement requisition number is R001073, assigned buyer number is pending, and the contract term date is 12/9/2025. The estimated contract term is three years, with a total budgeted amount of $1,476,000 based on monthly costs of $41,000 multiplied by twelve months annually across the three-year period.
The cost estimate of $1,476,000 was substantiated using prior term usage data from the existing contract C-32835, with adjustments made for prevailing wage increases to labor, material, and fuel costs, as well as the expansion of services to include additional locations. The estimate represents materials and services costs totaling $1,476,000, with no direct labor, overhead, IT support, travel, subcontractor, or other direct costs itemized separately in the ICE. The requestor is Christine Herrera, Contracts Analyst, and the estimate was prepared on 12/9/2025. CAMM (Contracts Administration & Materials Management) will not initiate procurement until all three pages of the ICE document, requisition, and scope of work are received.
