SCOPE OF WORK
1. WORK SUMMARY: The Contractor shall provide Design-Build services to perform major renovations of Building #3, the Rescue Swimmer Training Facility (RSTF), at CG Base
Elizabeth City in Elizabeth City, NC. The Contractor shall obtain the services of an
Architecture/Engineering firm licensed in the State of North Carolina to provide design services for the project. The design shall be in conformance with applicable regulations, codes, and regulatory requirements. Upon Coast Guard acceptance of the Contractor’s 65% design, the
Contractor shall construct the accepted design solution. The intent of the project is to demolish and remove the Rescue Swimmer Pool and Pool Room, protect the West, North and East pre-cast walls and features to remain, construct a new corridor and exterior walls along the perimeter of the former pool area, fully reconstitute the building envelope, and restore all remaining facility functions and systems. Major items of work shall include the following:
1.1 BASE WORK: The following are the major work items. Additional descriptions and requirements are listed in the subsequent Task section.
1.1.1 Demolition: Provide Design-Build services to demolish the Rescue Swimmer Pool and
Pool Room, the wave generation room, and the temporary steel shoring equipment in the Pool
Room. Backfill site as required for construction of new corridor addition.
1.1.2 Corridor Construction and Building Envelope Restoration: Provide Design-Build services for a new +/- 14’-0” wide corridor addition to be connected to the three existing pre-cast interior walls of the Rescue Swimmer Pool Room. The corridor shall maintain interior building circulation and facilitate safe egress. In addition to the corridor construction, take all necessary actions to ensure the building envelope is fully restored, watertight, and appropriate for regional conditions.
1.1.3 BLDG #3 Repairs and System Restoration: Provide Design-Build services to fully restore all remaining facility functions and systems, including but not limited to HVAC, plumbing, pool circulation and sanitation, electrical, and fire safety. In addition, provide Design-
Build services for select modifications to facility systems and finishings (See Task 2, paragraph

1.1.4 Site Restoration: Provide Design-Build services for site restoration including the construction of a pedestrian accessible courtyard in the former pool location. Legacy utilities not needed for the new design shall be removed.
1.2 TASKS: The Design Scope of Work shall include but not limited to the following tasks.
The project shall include the two (2) Tasks as follows:
Task 1: Design Documents
1. The Design Scope of Work for the building improvements will include all design stages to the Final Design stage resulting in project construction drawings and completed construction permits, if necessary. Design and Construction tasks are subsequently listed. A conceptual model (C24395201 USCG Concept Design.pdf) has been provided as a reference for design.
Task 2: Project Construction
