About this file
This document appears to be a request for proposals (RFP) for design-build services to perform major renovations of the Rescue Swimmer Training Facility (RSTF) at the United States Coast Guard (USCG) Base in Elizabeth City, North Carolina. The solicitation is only available to the successful NMACC III Pool 1 offerors and requires the contractor to obtain the services of an A/E firm licensed in North Carolina to provide the design. The design must conform to applicable regulations, codes, and requirements. Upon USCG acceptance of the 65% design, the contractor shall construct the accepted design solution. The intent is to demolish and remove the existing rescue swimmer pool and pool room, protect the remaining walls, construct a new corridor and exterior walls, and fully reconstitute the building envelope and facility functions.

RESCUE SWIMMER POOL - DESCRIPTION OF REMEDIATION
The attached analysis and design is based on groundwater at 5’-0” below pool deck. Hydrostatic relief valves will be placed in the pool to address the potential for groundwater above the design level.
Bottom Slab
1. The bottom slab will be completely removed and replaced.
2. Saw cut will be made 1’-0” from inside face of pool wall.
3. New dowels placed at new/existing slab interface. Two-component epoxy bonding agent will be used to adhere faces together. Waterstop will be used.
4. New grouted tie-down tension anchors will be placed.
5. Existing helical piers will not be relied upon.
6. Reinforcement complies with ACI 318-05.
South Wall
1. A new concrete fillet will be placed along the south wall slab/wall interface.
Caisson Area and Surge Tank
1. No work.
