C. ANSWERS TO OFFEROR QUESTIONS:
PPI 006
Page 3 of 21 of the Task Order Announcement states that the Contract Performance Period is 365 calendar days after award of Task Order for the Base Item. While a year long duration may be acceptable for the construction phase of this project, this is not a sufficient period of performance for design and construction.
The Design Criteria in the Scope of Work provided requires a minimum of four separate Design Submittal Packages (35%, 65%, 100%, and Final), most with 21 calendar day review periods allotted for the government.
That’s almost 25% of the Contract Performance Period wherein little to no design progression nor any construction work can take place. Recommend extending the Period of Performance to allow for a minimum of 165 calendar days of design progression in advance of construction start and then 365 calendar days of construction phase work, 530 calendar days total.
Answer: Construction may begin after approval of 65% stage plans. Extend the POP by 165 days: 530 days total.
PPI 008
Pages 18-19 of 21 of the Task Order Announcement states that only a Price Proposal and Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment are to be submitted for this solicitation response. Please confirm that no Technical Proposal (Design Approach) is required for this proposal response.
Answer: Correct, no Technical Proposal (Design Approach) submission is required for this Task Order Announcement.
PPI 009
Scope of Work (SOW), Task 2: Project Construction, Item p. on page 6 of 38 states, “Demolish entire RS Pool structure (approximately 82 feet wide x 164 feet long), warming tub, and foundation systems.” No further direction is provided. We did receive the reference documents and as-builts for the existing facility, however, full understanding and knowledge of the existing construction is hard to ascertain. Request that the government establish an acceptable elevation below grade for demolition of existing improvements at negative six feet below the current finished floor elevation.
Answer: The scope of this project is to demolish the RS pool structure, warming tub, wave generation room, southern precast wall, and their foundations in their entirety. Existing tie-back, anchors and/or piles may be cut and abandoned within 1' of outer pool structure envelope. If it is determined during design or construction that it is not feasible then an alternative solution shall be pursued with a mod.
PPI 012
Price Proposal Form states "Upon Coast Guard acceptance of the Contractor's 65% design, the Contractor shall construct the accepted design solution." (This is also stated in other places throughout TOA such as 01 11 00 SOW) Please clarify this direction since the final design will not be formally accepted by the Government until 100% Final Corrected Design? Does this mean the Contractor can release long lead items such as standing seam metal roofing, metal panels, windows, and MEP equipment at 65% design without the risk of the Government changing or not approving the design progression at/to 100% Design? Can sitework, demolition, and any long lead procurement items such as those listed above be Design Fast Tracked to 100% design and submitted with or very close to the overall 65% design submission?
Answer: Due to the large amount of demolition required with this project, once the 65% stage plans are accepted the Contractor may mobilize and begin construction so that the final design and demolition can occur simultaneously. If long lead items are finalized at the 65% stage, and approved by the Government, then they may be ordered.
PPI 013
The Price Proposal Form and other areas in the TOA such as 01 11 00 SOW states to "restore all remaining facility functions and systems." This statement is too broad to price. Please confirm we are to assume all existing facility functions and systems are in good working order and the only design and construction scope to be included in the Contractor's proposal are those items specifically identified under Specification 01 11 00 Scope of Work Task 1 and Task 2, and on the TOA Bridging Drawings?
Answer: Correct. Contractor shall remove/demo existing systems within the RS Pool Room so that the remaining parts of the systems remain functional. Scope shall include any incidental work to properly remove portions of existing systems while keeping functionality of systems in remainder of building.
PPI 014
Please define the scope of work that is in the new courtyard area. Please confirm just lawn and no other landscaping?
Answer: Correct. Only lawn - no other plantings required.
PPI 015
Does the government intend to construct any future improvements in this courtyard area such as building additions or future stand-alone structures?
Answer: No intention to build at this time.
PPI 016
Please confirm Building #3 will not be occupied or operational during this construction project?
Answer: RSTF Bldg #3 will not be occupied or operational during this construction project.
PPI 017
Section 01 14 00, item 1 Work Hours states work can occur between 6:00 am and 6:00 pm, but then conflicts with stating any activities that require Government supervision and /or acceptance to occur between 7:30 am and 4:00 pm. Due to the aggressive nature of the schedule, weather, unforeseeable construction activities, etc.
please confirm that all construction work can occur between 6:00 am and 6:00 pm, Monday through Friday.
Answer: All work that requires Government supervision and/or acceptance shall occur between 7:30am and 4:00pm.
PPI 018
Section 01 14 00, item 2, Saturday, Sunday, Holidays states the Government may reject any such request without impacting the completion time of the contract. Please confirm that as long as the Contractor provide the proper 48 hour notice to work weekends it will be approved by the Government? Weekends are typically used for weather day makeup and for other Contractor related required acceleration especially on an aggressive period of performance as this.
Answer: The Contractor shall be given approval to work on weekends as long as proper 48-hour notice is given.
PPI 019
Section 01 14 13, item 1 states bidders are responsible to visiting the site to field verify existing conditions and determine actual dimensions and the nature of the work required, and failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required, and requests for equitable adjustment is waived arising from failing to field verify site conditions. The time provided for the bid and the site visit did not provide adequate time to perform the evaluation as required in this spec section, nor should this detailed site investigation be required during the bid phase. Please confirm that the Contractor bid is to be based upon the TOA bid documents and as-builts provided, and if there are any unforeseen conditions that differ from these documents, it will be handled as a differing site condition change?
Answer: Any unknown conditions, not shown in the As-builts or reference drawings, may be resolved by Request for Equitable Adjustment.
PPI 020
SECTION 01 14 13 PRE-BID SITE VISITS states that Bidders are responsible for visiting the site to field verify existing conditions and determine actual dimensions and the nature of the work required. Failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required and estimating the difficulty and cost to complete the project. The level of site investigation described in this section is not typical nor reasonable during the bidding phase. Proposal will be based on the bidding documents and scope of work provided along with the cursory visual review conducted during the typical site visit held on June 17, 2024. Recommend removing this section in it's entirety for bidding purposes.
Answer: Any unknown conditions, not shown in the As-builts or reference drawings, may be resolved by Request for Equitable Adjustment.
PPI 021
No specification section 01 50 00 Temporary Facilities is included. Please confirm if a temporary construction fence is required around the construction site? And if so, please provide height, etc.…
Answer: Not required for construction site (other than airfield fence). If Contractor elects to close off staging area then temporary Jersey Barriers and/or 4' orange safety fence shall be acceptable methods of protecting the construction site.
PPI 022
No specification section 01 50 00 Temporary Facilities is included. Please confirm whether a trailer is to be provided for the Government? If so, provide requirements?
Answer: The Government does not require a trailer.
PPI 023
Section 01 26 13, 3.A states to wait until next site visit by COR to get RFI clarifications. Time is of the essence for the design and construction of the project. Please confirm that RFIs will be accepted and reviewed upon discovery and submission to the Government?
Answer: This depends on the RFI; some cases may require a site visit by the onsite representative.
PPI 024
Section 01 32 16, 1.b. states that the schedule of values shall be the same as that of the Construction Schedule.
If the Project Schedule has over 400 activates, does the USCG really want a SOV to match? If so, we not just require a cost loaded schedule?
Answer: SOV needs to be detailed enough for USCG to confirm work has been completed and approve progress payments.
PPI 025
01 35 29, 3.1 states Bldg. #3 has an occupancy limit due to its hazardous conditions. Please provide this occupancy limit for our pricing / schedule evaluation?
Answer: The current onsite USCG personnel are subject to the occupancy limit of 13 people. Once the project is awarded the Contractor is not subjected to the occupancy limit.
PPI 026
01 35 29 Safety does not mention anything about requiring a standalone site safety health officer (SSHO). Is one required? If so please provide requirements?
Answer: Not required, contractor is wholly responsible for work site safety.
PPI 027
01 51 00, 2. states electrical power is available on the site and Contractor can use as long as existing system not overloaded or compromised. Later it states to restrict power use to 60 hertz, single phase, 20 amp, 120V circuits. Please confirm we can use multiple single phase, 20 amp, 120V circuits as long as existing system not overloaded?
Answer: Confirmed.
PPI 028
01 51 00 states power and water on site for use. Please confirm Contractor is not responsible for usage costs, just any temporary connection costs?
Answer: The contractor is allowed to connect to the USCG's electrical and water system without usage charge. Make connection arraignments with the COR / onsite representative.
PPI 031
01 11 00 1. Work Summary states to "fully reconstitute the building envelope." Please clarify / define and quantify what this means? Is there any required repairs to the existing precast panels that remain, specifically around the 3 sides of the new corridor?
Answer: The Contractor shall ensure that the building envelope of the new structure addition connecting to the existing building shall be fully restored and watertight; and shall include any incidental modifications to the existing panels and weatherproofing that the new corridor directly connects to.
PPI 032
01 11 00, 1.1.1 Due to the depth of the existing pool, high water table and risk to undermine existing foundations, can the demolition of the pool be limited to just down to a depth not to undermine existing foundations?
Answer: The scope of this project is to demolish the RS pool structure, warming tub, wave generation room, southern precast wall, and their foundations in their entirety. Existing tie-back, anchors and/or piles may be cut and abandoned within 1' of outer pool structure envelope. If it is determined during design or construction that it is not feasible then an alternative solution shall be pursued with a mod.
PPI 033
01 11 00, 1.1.3 states to fully restore all remaining facility functions and systems, including but not limited to….. This statement is too broad to understand scope intent. Please provide additional information/direction or remove the "included but not limited to" language.
Answer: Contractor shall remove/demo existing systems within the RS Pool Room so that the remaining parts of the systems remain functional. Scope shall include any incidental work to properly remove portions of existing systems while keeping functionality of systems in remainder of building.
PPI 034
01 11 00, 1.1.4 states to remove legacy utilities not needed in the new design. Please define what utilities these are? Should we base price off utilities shown on the as-built drawings?
Answer: Below or above ground utilities that may not be required once the RS Pool is demolished, as shown in the As-Built drawings or other reference files.
PPI 035
01 11 00 Task 1: Design Documents states design scope for building improvements include all design stages to the Final Design stage resulting in project construction drawings, but other places in the TOA it states construction shall commence off the 65% design drawings. Please clarify intent?
Answer: Due to the large amount of demolition required with this project, once the 65% stage plans are accepted the Contractor may mobilize and begin construction so that the final design and demolition can occur simultaneously.
PPI 036
01 11 00, 1.1.2 states to ensure the building envelop is fully restored, water tight….. Please confirm this for the new building envelope, and not a restoration of the existing interior or exterior precast panels?
Answer: Correct, the Contractor shall ensure that the building envelope of the new structure addition connecting to the existing building shall be fully restored and watertight; and shall include any incidental modifications to the existing panels and weatherproofing that the new corridor directly connects to.
PPI 037
01 11 00, 1.1.4 Site Restoration - please provide the landscaping scope for the newly created courtyard?
Answer: The landscaping scope is as listed on page 9 of the SOW. No trees or shrubs are required. Final courtyard shall consist of established turf on 4" min. of topsoil.
