About this file
This document is an Addendum (Addendum 02) to a Request for Proposals (RFP) issued by the Oregon Business Development Department for the Oregon Libraries E-Rate Consultant Project, with the procurement reference numbers OBDD RFP no. C2025208 and OregonBuys no. S-12300-00013679. The addendum, dated June 18, 2025, modifies the original RFP to include the Price Proposal in section 3.2.1 Proposal Submissions and provides responses to potential proposers' questions received before the RFP deadline. The project seeks a consultant to provide E-Rate specialist services for up to 35 rural and tribal public libraries in Oregon, with no existing E-Rate consultant currently on staff or retained by the state.
The addendum clarifies key details about the proposal submission, including that the Price Proposal must be provided as described in section 3.3.9 of the RFP and is counted towards the page limit. The E-Rate Needs Assessment has identified up to 35 Oregon libraries that currently have no assistance, and the consultant will be responsible for conducting activities described in sections 2.3.2 and 2.4 of the RFP, which involve comprehensive E-Rate program support. Proposers must submit various attachments, including a Proposer Information and Certification Sheet, Disclosure Exemption Affidavit, Reference Check Form, COBID Certification, and Responsibility Inquiry, indicating a thorough vetting process for potential contractors.

Questions and Responses to all questions and requests for clarifications received before June 17, 2025, by 12 p.m. Pacific Time:
1. How is the cost proposal to be provided and is it included in the page limit?
Response: The cost proposal (or Price Proposal as referred to in the RFP) must be provided as descried in section 3.3.9 of the RFP. The Price Proposal is counted towards the page limit as described in section 3.2.2.
2. Will the consultant or the library participant be responsible for any previous years of E-Rate funding applied for?
Response: The E-Rate Needs Assessment study narrowed it down to up to 35 Oregon libraries and none of them currently have assistance so it’s from the very beginning.
3. Does the state of Oregon have an E-rate consultant on staff or retained that will be a resource? Are they expecting the consultant team to provide the E-Rate specialist service?
Response: There is no E-Rate consultant on staff, nor will one be retained that will be a resource for the purposes of the OBO Oregon Libraries E-Rate Consultant Project. The expectation is for the Consultant to provide E-Rate specialist services to conduct the activities as described in section 2.3.2 Project Overview, Background, and Purpose and section 2.4 Scope of Work/Specifications of the RFP for up to 35 rural and tribal public libraries.
Thank you for your continued efforts and interest.
