About this file
This document is Addendum 01 to a Request for Proposals (RFP) issued by the Oregon Business Development Department for the Oregon Libraries E-Rate Consultant Project (OBDD RFP no. C2025208). The addendum, dated June 10, 2025, amends Section 2.3.2 of the original RFP to include a link to the Oregon Libraries E-Rate Needs Assessment study conducted in late 2024 and early 2025. The RFP seeks to identify an experienced consultant or firm to support up to 35 Oregon Public Libraries in obtaining funding for telecommunications and internet services (Categories 1 and 2), with the contractor responsible for supporting participant library applications, ensuring program compliance, and maximizing funding opportunities.
The project is part of the Oregon Broadband Office's efforts to close the digital divide in rural Oregon, specifically targeting public libraries in rural areas and federally recognized tribal lands. The E-Rate program, established by the Telecommunications Act of 1996 and administered by the Universal Service Administrative Company under the FCC's direction, aims to ensure students and library patrons have access to modern telecommunications and internet services regardless of location or socioeconomic status. The consultant will utilize the E-Rate Needs Assessment study to address identified barriers to program participation, supporting libraries in effectively applying for and utilizing E-Rate funds to meet technology and community needs.
