About this file

This is a Schedule of Items with Independent Government Estimate (IGE) for vault toilet pumping services at Smith River National Recreation Area in Six Rivers National Forest. The solicitation (127EAY26Q0079) is a Request for Quotation (RFQ) issued as a Total Small Business Set-Aside with a $9 million size standard under NAICS code 562991. The contract encompasses a base period from April 10, 2026 through December 31, 2026, with four one-year option periods extending through December 31, 2030.

The scope of work requires pumping and maintenance services for vault toilets across two geographic areas. Area 1 consists of 10 recreation sites with 23 vaults (primarily 1,000-gallon capacity with one 1,200-gallon vault), with an estimated 10.50 pump service events during the base year and optional additional services estimated at 13.50 events. Area 2 consists of 10 recreation sites with 14 vaults (1,000-gallon capacity), with an estimated 2.00 pump service events during the base year and optional additional services estimated at 3.00 events. Services include pumping out pre-cast concrete vaults, removing trash and debris, hazardous material handling, visual inspections, and documentation of vault condition. The pricing schedule repeats the same item quantities and structure for each option year. The government has not populated unit prices or totals in this IGE template, indicating pricing details are to be provided by contractors in their quotations.

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.
