All exposed sheet metal components (gutters, downspouts, gravel stops, fascias, and flashings) must be provided. The roof system must be designed to resist wind uplift pressures per ASCE 7 and validated through Factory Mutual testing, achieve Class A or B fire resistance ratings, and include positive drainage provisions. The contractor must provide a manufacturer's no-dollar-limit 20-year watertightness warranty covering the total roof system including flashings, and a minimum two-year contractor warranty against defects in installation workmanship. A Registered Roof Consultant certified by the Roof Consultants Institute or a licensed Professional Architect/Engineer must perform a condition assessment prior to work commencement and provide design review and approval. Work must be phased to minimize impact to ongoing research operations, with contractor notification to the Government's EPM or Contracting Officer required five working days before mobilization and ten working days before any utility shutdowns. All contractor personnel must complete the NCAUR Temporary Credentialing Program before installation activities begin. The project must comply with applicable codes including IBC 2024, NFPA 101, NFPA 70, IECC 2021, and ASHRAE standards, with hard copies of existing roofing drawings available on-site for review.

Project Background:

1. The National Center of Agricultural Utilization Research (NCAUR) is one of the four regional labs set up by the Agricultural Adjustment Act of 1938.

The NCAUR facility consists of main laboratory / administrative building, heating plant building, chiller plant building, and eleven (11) other support buildings on an approximate sixteen (16) acre site.

2. At Laboratory B001, the roof covering is a Built-Up roof with ballast that was installed in 1986. The ballast covers all but a few feet of the roof on the outside edges of the building. The visible portion shows cracks, spider webbing and some holes and is past its expected service life.

General Project Summary:

1. The general requirement of this project shall include all work activities required to replace the roof on the main laboratory Building 001’s (B001) South Wing (CLIN 1) as well as the North Wing (CLIN 2) and Southeast Administrative Wing (CLIN 3). The Center and Administrative Wings are outside of this project’s scope.

2. Work activities will include, but not limited to:

a. General Conditions – See Division 01 specifications

b. Provide a Registered Roof Consultant (RRC) certified by the Roof

Consultants Institute, or a Registered Professional Architect or Professional Engineer who will perform a roof condition assessment and investigation and provide a report with findings and recommendations prior to any roofing work beginning.

c. Properly Phase the project in coordination with the Location to minimize impact to research operations.

d. The new roof system must be designed and attached to the parameters specified (See SOW) and validated by applicable Factory Mutual (FM) testing.

e. Remove all the existing roofing and flashing down to the deck. Properly dispose of the demolished materials in a licensed landfill.

f. Repair any damaged roof decking. (See SOW)

g. Provide all new insulation, roof membrane, membrane flashing, sheet metal flashing materials, and accessories and incidental work necessary

for a complete, new, watertight roof system installation.

h. Provide a manufacturer no-dollar-limit 20-year watertightness warranty for the total roof system, including flashings

i. Provide minimum two-year contractor warranty against defects in installation workmanship

3. Full program requirements are outlined in the Statement of Work (SOW) below.

4. The replacement program shall be in accordance with this SOW and the FAR Solicitation and Contract clauses that are identified in the complete Solicitation package. This SOW shall consist of this “Scope of Work Description”, Attachments, Project Specifications, and Drawings.

a. Work shall be performed in a neat, workmanlike manner to provide code-compliant, complete, properly functioning installation.

b. Contractor shall be responsible for all project waste including hauling away, directing waste to recycle, and legally disposing of remaining waste.

c. Contractor is responsible for repairs of all damage to adjacent building components and equipment that may incur during work activities related to this task. Damaged building components and equipment will be returned to their previous state before damaged at the Contractor’s expense.

5. Contractor(s) strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.

6. After project award, the Contractor shall confirm all existing conditions and dimensions prior to proceeding with any project activities; identify all existing conditions that may impact the work; and alert the CO and EPM immediately if conditions are discovered that differ from the SOW. Contractor shall point out discrepancies between work identified in this SOW and actual field-verified conditions--if they exist, prior to performing work.

7. Period of performance shall be as indicated in the Contract Documents and begins after Notice to Proceed is issued by CO.

8. Submittals including product data shall be submitted as indicated in Project Specification 013300. Submittals shall be reviewed by the Government for general conformance with the Contract Documents. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements.

a. Use ARS submittal/transmittal form included with this SOW for each submittal.

b. All submittals shall be distributed to and reviewed by the Government prior to commencing work at the site. Purchase of materials prior to submittal approvals are at the Contractor’s risk.

9. Refer to Project Specification 013200 for requirements on construction progress documentation including, but not limited to; daily reports, construction schedule(s), etc.

a. Daily reports documenting construction activities shall include photographs of construction activities and conditions. Photographs shall be taken daily and shall be submitted with daily reports.

10. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, *safety equipment, and incidentals for all elements of the work to provide a complete and properly functioning installation in accordance with this Statement of Work. The installation shall be ready for use by Final Completion date.

a. Note: Contractor is solely responsible for safety measures and conformance to applicable requirements in accordance with FAR clauses referenced in Solicitation package.

b. Contractor shall provide all means and methods to protect the facility and its installations from all project activities, including protecting the facility from environmental elements as the improvements are completed.

11. Contractor shall coordinate all work activities with the Owner prior to beginning any work. All work shall be scheduled in a manner such that ongoing research is not jeopardized, and facility’s ongoing day-to day operations are not affected negatively, including air quality.

a. Base proposal work and selected options will be performed in a sequential manner as to minimize negative impacts to daily operations.

b. Work will not commence until confirmation of all material is readily available and any identified abatement requirements have been addressed.

c. Contractor shall notify Government’s EPM or COR official of project mobilization a minimum of five (5) working days prior to starting on site work.

d. Contractor shall notify Government’s EPM or COR official of a utility shutdown requirement a minimum of ten (10) working days prior to initiating outage.

e. During pre-construction meeting, Contractor shall verify all parking, security, and health requirements with the USDA staff.

f. Contractor shall coordinate with Owner any moving of any furnishings needed to complete the project.

g. Refer to Specification Section 017300 for progress cleaning requirements.

h. Refer to Specification Section 017700 for final cleaning requirements.

12. Contractor shall participate in the NCAUR Temporary Credential Program for personnel access to the site. All members of the Contractor’s installation team must successfully complete this program before installation activities can commence. A copy of the program can be found under the “Attachments” Section of this SOW.

13. Applicable Codes and Standards:

a. International Building Code: IBC 2024

b. National Fire Protection Association Life Safety Code: NFPA 101

c. International Existing Building Code: IEBC 2024

d. Fire, Fire Alarm, Fire Sprinklers: Requirements of the NFPA National Fire

Codes and USDA ARS Facilities Design Standards Chapter 7 shall apply in lieu of other codes.

e. Plumbing: Requirements of the National Standard Plumbing Code (NSPC) shall apply in lieu of other codes.

f. Electrical: NFPA 70: National Electrical Code (NEC) 2023

g. Mechanical: Requirements for all national codes shall apply. Refer to USDA

ARS Facilities Design Standards Chapter 5 for a list of codes.

h. Telecommunications Codes and Standards: Refer to USDA Departmental

Regulations and to USDA ARS Facilities Design Standards

i. Security: Physical Security Criteria for Federal Facilities -For Official Use

Only (FOUO)

j. Accessibility: Architectural Barriers Act (ABA) Accessibility Standards

o. In addition to the codes and standards listed, the design and construction must be in accordance with the latest revision/edition of the following referenced codes and standards. The term "Latest Revision/Edition" is defined as the version as of the project award date.

p. Local Building Code and Zoning Requirements:

i. The project will comply with local building codes to the greatest extent possible; however, buildings built on Federal property are exempt from State and local building codes.

ii. Special requirements directly related to local practices or circumstances which do not compromise the best interest of the Government shall be incorporated into project design.

iii. State historic preservation regulations shall be followed.

General Notes:

1. Contractor’s proposal shall indicate whether DBA or SCA rates are priced and what wage determination number was used.

2. Hard copies of the existing roofing drawings for the NCAUR are stored onsite and available upon request for review.

2. B10 SUPERSTRUCTURE

Any structural system must be designed using the following parameters:

Risk Category: II Live loads: In accordance with UFC 3-301-01, Structural Engineering.

Wind loads:

5. The primary exterior material of the building is brick masonry.

6. For any repair or re-work, match existing concrete and masonry wall fenestration detailing.

7. Exterior Coatings

Provide field applied exterior coatings for all items that are not prefinished, and to prefinished items when required to provide a color other than a standard prefinished color. All paint must be in accordance with the Master Painter Institute (MPI) standards for the exterior architectural surface being finished.

8. Joint Sealants Provide exterior application of joint sealants to seal joints and prepare for finish material installation.

9. Screen Wall Existing rooftop mechanical screen walls are to remain.

10. B30 ROOFING

11. Provide a complete new insulated roof system design and construction services for the entire facility roof system, and including all necessary ancillary and incidental work necessary for a complete, new, watertight roof system installation.

12. B3010 ROOF COVERINGS

13. Remove all the existing roofing and flashing down to the deck. Properly dispose of the demolished materials in a licensed landfill.

14. The existing roof deck is constructed of wood, metal, and concrete. It is anticipated that there may be some damage to the existing wood roof deck and possibly some of the metal roof deck.

15. Assume the project will require the replacement of approximately 10% of the existing wood and 5% of the existing metal roof deck. Include in your roofing price the line item for the repair/replacement of 10% of damaged wood roof deck and 5% of the existing metal roof deck.

16. For reroofing Low Slope Roofing (less than 3 in 12) construction the roof system must be three-ply asphalt built-up roof with aggregate surface .

17. Provide all new insulation, roof membrane, membrane flashing, sheet metal flashing materials, and accessories and incidental work necessary for a complete, new, watertight roof system installation.

18. Insulation system above roof deck must be minimum R-20 where over environmentally interiors, but no less than that required by ASHRAE 90.1, Chapter 5 for project climate zone.

19. Exposed sheet metal items must be of the same material. Consider the following as exposed sheet metal: gutters, including hangers; downspouts; gravel stops and fascias;

cap, valley, steeped, base, and eave flashings and related accessories.

20. Gravel stops and fascias on low slope built-up roofs less than 2:12 in slope shall conform to the requirements of ANSI/SPRI ES-1. This requirement does not apply to gutters.

21. B3020 PERFORMANCE REQUIREMENTS

22. The installed roof system must be watertight; free of defects in materials and workmanship; free of damage, including blisters, delaminations, cuts, scratches, abrasions, and patchwork; provide for positive drainage of the roof surface area; and suitable for the climatic and service conditions of the installation.

23. B3030 WIND UPLIFT AND FIRE RESISTANCE REQUIREMENTS

24. The roof system must be designed and attached to resist wind uplift pressures calculated in accordance with ASCE 7. Uplift resistance must be validated by applicable Factory Mutual (FM) uplift testing, or calculations based on standard engineering practice and applicable recommendations of FM.

25. Sheet metal perimeter and flashing components must be designed, attached, and installed to provide for wind resistance equivalent to or greater than that required for the roof membrane system, and in accordance with FM, NRCA, or other applicable industry standard recommendations. Gravel stops and fascia on low slope built-up, modified bitumen, and single-ply roofs less than 2:12 in slope must conform to the requirements of ANSI/SPRI ES-1.

26. The roof system must provide Class A or Class B fire resistance, as tested by standard ASTM, FM, or UL procedures.

27. B3040 ROOF WARRANTY

28. Provide a manufacturer no-dollar-limit 20-year watertightness warranty for the total roof system, including flashings, in accordance with referenced requirements of Standard Design-Build Template PTS B30.

29. Manufacturer's warranty must provide for full removal and replacement of failed, defective, and damaged roof system materials or installation workmanship in the event of water intrusion into or through the roof system, and repair of defects such as blistering, delamination, open seams, cracking, splitting, and excessive weathering.

Warranty for corrective action must not be limited in dollar value.

30. Provide minimum two-year contractor warranty against defects in installation workmanship in accordance with referenced requirements of Standard Design-Build Template PTS B30. Contractor warranty must provide for full removal and replacement of failed or defective workmanship and damaged materials, including sheet metal flashings.

31. B3050 ROOF SPECIFICATION AND DETAILING

32. All work, materials, installation and details must be in accordance with Standard Design- Build Template PTS B30 and comply with all applicable Unified Facilities Guide Specification (UFGS) materials and installation requirements. UFGS's are referenced in PTS B30 and are available at www.wbdg.org/dod/ufgs . Provide for complete rough carpentry, roof insulation, roof covering, sheet metal flashing, and other components necessary to complete the installation.

33. All details must be in accordance with recommendations and guidelines of the National Roofing Contractors Association (NRCA) Roofing and Waterproofing Manual and Construction Details and as required by the RFP.

34. The roof system must comply with the applicable requirements of the International Building Code. Refer to UFC 3-110-03, Roofing, and UFC 3-101-01, Architecture for additional technical requirements for the roof system to be installed.

35. B3060 ROOF DESIGNER REQUIREMENTS

36. Provide materials specification, installation requirements, and system detailing to include all flashings, penetrations, closures, corners, intersections, terminations, transitions, interfaces, joint, and lap conditions to provide for a watertight installation.

37. The Contractor must utilize the services of a Registered Roof Consultant (RRC) certified by the Roof Consultants Institute, or a Registered Professional Architect or Professional Engineer either of which is knowledgeable and experienced in roof investigation, inspection, and design and specializes in roof design and roof consulting services. The consultant must be thoroughly familiar with the field conditions and prepare the design or provide design review and approval prior to design acceptance by the Contracting Officer. The consultant must validate in writing familiarity with field conditions and that the design for the project is complete, in accordance with the RFP, and provides for a complete and effective roof system solution and design.

38. B3070 QUALITY CONTROL PROGRAM

39. Contractor must establish a quality control program to assure adherence to the RFP design and construction requirements and to report on the installation quality.
