About this file
This is a Questions and Answers (Q&A) document for a roof replacement solicitation (Notice ID 1232SA26Q0942) for a facility in Peoria.
The document addresses seven key inquiries regarding project scope, documentation, and specifications. Blueprints and construction drawings will be provided as part of the RFI response, including photographic scans of project drawings (Sheets 1-8) and additional reference drawings from the 2009 NCAUR Center Wing Renovation. An aerial annotated view showing the location of two stairwell additions on the North Wing will also be provided. Regarding roofing system specifications, contractors are directed to the Statement of Work B3010 Roof Coverings line 16 and Division 07 Specifications for details on the required roofing system and membrane thickness. For roof dimensions and sectional areas necessary for material takeoffs and pricing proposals, bidders are directed to reference RFI 1 responses and project blueprints.
The Q&A also clarifies investigation and testing requirements, directing contractors to follow applicable ASTM standards and IIBEC Technical Advisory 025-2025 for non-destructive moisture testing and physical performance testing. Regarding concrete deck damage discovered during demolition, minor defects such as spalls and gouges must be repaired by the contractor as part of providing a suitable roofing installation surface per Division 01 Execution (01 73 00) and Section 02 41 00 (Demolition), while unforeseen structural damage requires government notification and a change order determination. The document does not specify alternates for the built-up roofing system, directing instead to SOW specifications for clarification.

1. I wanted to reach out to ask whether blueprints or construction drawings will be included as part of the solicitation for Roof Replacement – Notice ID 1232SA26Q0942 in Peoria.
a. Answer: Yes. Reference Statement of Work General Notes 2 regarding hard copies. Digital files will be provided as part of the RFI response to include the Photographic Scans of Project Drawings Sheet 1 through Sheet 6 as referred to in SOW Description with two additional Sheets 7 and 8 included. There are two stairwell additions made on the North wing that were added after the 1986 reroofing drawings. Additional drawings are provided of the typical roof construction from the 2009 NCAUR Center Wing Renovation for reference only. Contractor to verify roofing condition as part of their roofing inspection.
See also answer to RFI #3 regarding location of two stairwell additions on the North Wing.
2. Are there any alternates for the built-up roofing system being taken?
a. Answer: See Statement of Work B3010 Roof Coverings line 16.
3. Would you be able to provide an aerial view outlining the areas that are included?
a. Answer: Yes. See NCAUR Aerial Annotated provided as part of RFI response that shows location of two stairwell additions. See also Sheet 1 of the Project Drawing digital files provided for view outlining areas that are included (including newer stairwells). See answer to RFI #1 for stairwell detail references.
4. Regarding the core tests, should we assume there will be two core samples, one near the lower drain area and one at the highest point of the roof (near the roof edge/corner)?
a. Answer: See SOW General Project Summary 2.b regarding requirement for investigation and reporting prior to any roofing work beginning. It is expected that the contractor’s RRC (or equivalent registered Architect or Engineer) will follow applicable ASTM standards regarding non-destructive moisture testing standards and physical and Performance Testing standards including but not limited to (IIBEC Technical Advisory 025-2025). For example, under the direction of a qualified firm on a separate ARS project and facility, an infrared survey was performed to identify anomalies, and core samples were obtained of representative anomalies.
5. After the existing roofing system is removed, if any damage to the concrete deck is discovered, is repair of the concrete deck included as part of this project?
a. Answer: If demolition reveals minor damage such as spalls, gouges, or pull-out-related defects, the spec already obligates the contractor to repair it as part of providing a surface suitable for roofing installation. (Ref. Division 01 – Execution (01 73 00) and Section 02 41 00 – Demolition). If demolition reveals unforeseen existing structural damage, that will require:
i. Government notification
ii. A change order or additional scope determination
6. The solicitation does not appear to specify the roofing system. Could you please confirm the required roof system and membrane thickness (for example, TPO 60 mil or 90 mil)?
a. Answer: See Statement of Work B3010 Roof Coverings line 16 and Division 07 Specifications.
7. Could you please provide the roof blueprints and dimensions for each section included in the project? We would like to verify the exact roofing areas so we can prepare an accurate material takeoff and pricing proposal.
a. Answer: See RFI 1 response.
