About this file

This is a Statement of Work for a roofing replacement project at the USDA Agricultural Research Service (ARS) facility in Tifton, Georgia, involving the Crop Genetics & Breeding Research Unit and Southeast Watershed Research Unit.

The project scope requires contractors to remove and replace aging roofing materials with identical 26-gauge standing seam metal roofs (hunter or forest green color, selected by lab personnel from a color chart) on multiple buildings. Work includes stripping roofs to underlayment, inspecting decking for integrity and leaks, installing new standing seam metal roofs with matching gutters and leaf guards, and sealing all roof penetrations and flashing. The base bid covers Building 660200B067 (Crop Genetics Storage/Potting & Shop, 2000 sq. ft., no penetrations at 2508 Moore Hwy.), with seven bid options for additional buildings ranging from 600 to 2,400 square feet. All quotes must be submitted as turn-key completed work; if defective decking is discovered, it will be addressed as a differing site condition and excluded from proposal costs. All work must comply with local, state, and federal codes with particular attention to wind loading regulations and be performed by certified technicians.

The project completion deadline is sixty (60) calendar days from the Notice to Proceed. Contractors must submit a project schedule within fourteen (14) days of award, including milestone dates and daily work hours (7:00 a.m. to 4:00 p.m., Monday through Friday, federal holidays excluded). A Site Safety Specific Plan/Accident Prevention Plan must be submitted within seven (7) days of award. Additional requirements include obtaining all necessary permits and inspection fees, hazardous materials assessment, proper disposal of removed materials with emphasis on recycling, and maintaining a clean construction site. The contractor must provide their own restroom facility, verify all dimensions and site conditions prior to work commencement, and coordinate with the Contracting Officer Representative (COR) on all activities. Pre-bid site visits are encouraged. Final payment requires submission of Release of Liens, Release of Claims, Employee Payroll/Timesheets, and Invoice.

1.2. PROJECT BACKGROUND AND PURPOSE

The USDA, Agricultural Research Service (ARS), Southeast Watershed Research Unit’s mission is to develop the scientific understanding and associated technologies of watershed systems essential to maintaining/enhancing the environmental and natural resource base upon which a viable, sustainable, and productive agricultural economy depends.

The objective for this project is to replace aging roofing materials with identical 26 gauge (field verify) standing seam metal roofs on multiple location buildings to enhance the productivity of each building in support of USDA-ARS research mission objectives.

The exact color of the metal roofing material (hunter or forest green shade) will be selected by Lab personnel from a color chart supplied in a submittal prior to ordering any materials.

Roofs will be stripped down to underlayment and decking inspected for integrity and leaks prior to beginning the installation of new roof systems on each building. Roofs to be installed should be metal (hunter or forest green), standing seam type with gutters matching the aesthetic of similar USDA- ARS buildings on campus. The profile of the standing seam metal roofing systems shall be submitted for approval by lab personnel to determine closest match to existing standing seam metal room systems before any materials are ordered:
