About this file
This file is a government responses document addressing clarification questions submitted by contractors regarding the USDA-ARS Tifton Roofing Remodel solicitation (12C0BA26Q0011). The document provides official government answers to 10 key RFIs (Requests for Information) that arose during the pre-bid phase, ensuring all contractors bid on identical scope.
The government clarified several critical scope items: (1) New Ice/Water Shield underlayment is required in all locations where decking exists, with serviceable existing underlayment to remain only where decking is not being replaced; (2) Gutters are not included in the base bid but are required for Bid Option 3, with no gutters or downspouts on Building 8 Option 3; (3) Defective fascia replacement and repainting will be treated as differing site conditions and addressed post-award rather than estimated in bids, preventing wide variation in bid pricing; (4) The SF 1442 form, required for bid submission with total bid amount, CAGE Code, UEI, officer signature, building-by-building breakdown, and amendment acknowledgment, has been uploaded to sam.gov. These clarifications ensure uniform bidding conditions across all responding contractors for this $250,000-$500,000 small business set-aside roofing replacement project involving 26-gauge standing seam metal roofs on multiple USDA-ARS buildings in Tifton.

| Question | Government Response |
| RFI #9 – States new ice and water underlayment to be installed on entire roofing areas. RFI - #68 – states any underlayment found in serviceable condition is to remain. Can these RFI’s be clarified so that all contractors are bidding the same scope? | New Ice/Water Shield is required in all locations where decking exists since I believe that’s what they are referring to as underlayment. Decking would be separate in this instance. |
| RFI - #23 – States gutters are to be installed on bid option 3 roof. RFI - #50 – States no gutters or downspouts on Building 8 Option 3. Can these RFI’s be clarified so that all contractors are bidding the same scope? | No for base bid, Yes for Bid Option 3 |
| RFI - #34 and #35 – State that any damaged fascia will be replaced but did not give a LF of Fascia to replace. Since this is new to the scope and was not in scope during the site visit, contractors do not know how much to budget for replacement so you are going to get completely different approaches and costs for this item. Can the government state a certain LF to be included in everyone’s bid so that all contractors are bidding the same scope? | If any fascia is found to be defective upon inspection of any building, that situation will be addressed as a differing site condition so all proposals do not need to include an estimated cost for replacement of fascia / painting on any of the buildings in the project. |
| RFI - #37 – Had a misspelling, and it is unclear if all existing fascia that will remain on all buildings is to be repainted or not. Can this be clarified so that all contractors are bidding the same scope? | If any fascia is found to be defective upon inspection of any building, that situation will be addressed as a differing site condition so all proposals do not need to include an estimated cost for replacement of fascia / painting on any of the buildings in the project. |
| we are not sure how to submit our bid without the Form SF 1442 where it gives the total bid, our CAGE Code, our company UEI, a place for an officer of the company to sign the bid for validation, the breakdown of the bid by building, and acknowledgement of any amendments for the RFP. | SF1442 has been uploaded to sam.gov |
