About this file
This is a pre-bid meeting PowerPoint presentation for Invitation to Bid (ITB) No. 25-20-ITB issued by the City of Sebastian, Florida for citywide ditch and swale grading services. The procurement seeks as-needed grading services for municipal swales, including site restoration with Bahia and Floratam sod installation, irrigation work, and private property inspection/quality assistance. Estimated quantities include approximately 10,000 linear feet of swales and 1,000 pallets each of Bahia and Floratam sod. A non-mandatory pre-bid meeting was held on August 5, 2025, with a question deadline of August 11, 2025, at 2:00 PM, followed by a response due date of August 21, 2025. Final sealed bids are due August 21, 2025, at 2:00 PM, with tentative city council award scheduled for September 24, 2025. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 general aggregate), Business Automobile ($1,000,000 combined single limit), and Workers' Compensation (statutory with $1,000,000 limits). Liquidated damages are assessed at $100 per calendar day for contractor defaults. Authorized signatories must possess authority to bind the contractor, and a Corporate Resolution is required for corporations or the bid may be marked non-responsive. All questions must be submitted in writing to the Procurement Division, with no contact permitted with city staff or council members during the cone of silence period extending from July 24, 2025, through the tentative September 24, 2025 council award date.
