About this file
This document is an Invitation to Bid (ITB 23-15) from the City of Sebastian, Florida for Citywide Swale Improvements in Conjunction with Roadway Rehabilitation. The project aims to improve drainage systems and swale maintenance on streets being re-paved, with work to be performed by a contracted private contractor. The city received two bid proposals, ultimately selecting Conlon Landscaping, Inc. for the contract. The agreement is for a five-year term from October 25, 2023, to October 30, 2028, covering swale grading and site restoration services. The scope involves grading swales from the edge of pavement to the right-of-way, including sod removal and disposal of excess materials, with work to be continuous from October to June each year.
The total budgeted amount is $1,508,193 for fiscal year 2022-2024, with a total contract cost of $4,800,480 for the entire contract duration. Funding will be sourced from Discretionary Sales Tax on Major Repairs and Local Option Gas Tax on Resurfacing. The bid pricing includes $19.50 per linear foot for swale grading, with additional costs for site restoration using Bahia and Floratam sod. The contract includes provisions for material disposal, payment requests, and performance standards, with the city reserving the right to inspect and modify work schedules. Conlon Landscaping was recommended for the contract based on their price proposal and previous service record with the city.
