About this file
This is a federal contracting form—FAR clause 52.225-2 Buy American Certificate—required as part of solicitation documents to ensure compliance with Buy American regulations. The form serves as a certification mechanism for offerors to identify and classify their end products according to domestic content requirements.
Offerors must certify that each end product is domestic unless listed otherwise and must separately identify any domestic end products containing critical components. For foreign end products manufactured in the United States that do not qualify as domestic, offerors must indicate the country of origin and specify whether such products exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, offerors must select "no." The form requires line-item-by-line-item disclosure organized into two categories: foreign end products with their countries of origin, and domestic end products containing critical components. The Government evaluates all offers according to Federal Acquisition Regulation Part 25 policies and procedures. This is a template document with blank fields for offerors to complete during the proposal submission process.
