About this file
This is a Single Source Justification (Simplified Acquisition) form for the purchase of Honda and Yamaha boat engines by the 628th Security Forces Squadron Harbor Patrol Unit through the 628 CONS contracting activity. The estimated contract cost is $170,859.00 for eight pairs of engines: three Yamaha LF300UCB, three Yamaha F300UCB, one Honda BF150DXRA, and one Honda BF150DXCRA.
The justification requires brand name specification due to compatibility requirements with existing boats, engines, and maintenance procedures. The engines are needed for 27' Sea Arcs boats (Honda BF150s) and 27' Safe Boats (Yamaha F300s). Market research identified multiple small businesses capable of meeting the requirement, including 3 small businesses through GSA, 1 Small Disadvantaged Business through FPDS, and numerous VOSB (10), WOSB (40), 8(a) (18), HUBZone (35), and SDVOSB (96) companies. The boats were provided by the Department of Energy, and since replacements are not planned, maintaining compatibility with existing Honda and Yamaha engines is essential. The contracting officer determined on February 19, 2025 that only a single source is reasonably available under FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 628 CONS
Project/Program Name: Purchase of Honda and Yamaha Boat Engines
Purchase Request / Local ID Number: F1M3F25
Estimated Contract Cost (including Options): $170,859.00
Section B: Description of the Supplies/Services Required
The 628th Security Forces Squadron Harbor Patrol Unit has a requirement for eight additional pairs of engines, three
(3) Yamaha LF300UCB, three (3) Yamaha F300UCB, one (1) Honda BF150DXRA and one (1) Honda BF150DXCRA, are needed to allow for properly scheduled maintenance while keeping the vessels in a ready status. The engines need to be compatible with existing boats, engines and maintenance procedures. A minimum of one (1) sets of Honda BF150's for the 27' Sea Arcs boats and a minimum of three sets of Yamaha F300's for the 27' Safe Boats. The NAICS code and product description for the requirement is 333618 Outboard Motor Dealers. The business size standard is 1,500 employees. The identified NAICS and product description is not listed in the NMR Waiver List.
Section C: Justification for Soliciting from a Single Source or Brand Name
This acquisition will require brand name justification. The HPU is currently using Honda and Yamaha engines to power their boats. Using engines from unlike brands will cause discontinuity in both performance and standardization amongst patrol units.
Additional engines must be fully compatible with the existing infrastructure and sustainable under the existing support framework in order to meet government's requirement. "Compatibility" entails the capability of performing all system features in order to be deemed technically compliant.
Section D: Efforts to Obtain Competition
A GSA search yielded three (3) Small Businesses capable of meeting this requirement defined in the Requirement Owner's SOW. A search on FPDS yielded one (1) Small Disadvantaged Business also capable of providing Yamaha and Honda boat engines. Additionally, an SBA Quick Market Search yielded 10 VOSB, 40 WOSB, 18 8(a), 35 HUBZone, and 96 SDVOSB potentially capable of filling this requirement. There will be competition and a high likelihood of awarding to a Small Business.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The boats are used to patrol the harbor were provided by the Department of Energy. Since replacements of these boats are not in the foreseeable future, the HPU is required to maintain the boat engines for as long as possible. The market will continue to be surveyed for acceptable alternatives. However, HPU requires Honda engine models (BF150A2XA and BF150A2XCA) and Yamaha engine model (LF300UCB and F300UCB). The utilization of another boat engine brand would not be possible at this particular point in time.
