(a) Basis for Award: The Government will evaluate quotes for each of the following groups: CLINs 0001- 0005 (Honda items) and CLINs 0006-0010 (Yamaha items). For each group, the Government will make a single award using a best-value trade-off approach, considering price and delivery lead time. Only technically acceptable quotes will be considered for award. The Government may then choose to issue:
• Separate purchase orders for each group (one for Honda items and one for Yamaha items); or,
• A single purchase order combining both groups (Honda and Yamaha items).
(b) Evaluation Process:
b) Evaluation Factors and Process:
1. Technical Acceptability: Quotes will first be evaluated for technical acceptability for all CLINs within each group. To be considered technically acceptable for a group of CLINs, the quote must demonstrate it provides items meeting the CLIN descriptions (brand name items) for each CLIN within the group.
2. Best Value (Price and Delivery): For each technically acceptable quote, the Government will evaluate the proposed delivery lead time along with the total quoted price for all CLINs within each group to determine which quotation represents the best value. Shorter delivery lead times are preferred. This best-value evaluation will be performed separately for the Honda group (CLINs 0001- 0005) and the Yamaha group (CLINs 0006-0010).
(c) Interchanges: The government intends to make awards without interchanges with respective vendors.
