FAR Provision 52.212-2, Evaluation -- Commercial Products and Commercial Services, applies to this acquisition with the following addenda:

(a) Basis for Award: The Government will evaluate quotes and make awards on a line item by line item basis using the Lowest Price Technically Acceptable (LPTA) method. This means the Government will select the vendor offering the lowest price for each line item, provided the quote is technically acceptable.

The Government may: Award a single contract to one vendor for all line items if they are the lowest priced technically acceptable quoter for each; Award multiple contracts to different vendors for different line items based on which vendor is the lowest priced technically acceptable quoter for each line item; Make no award for any line item if no quotes are deemed technically acceptable for that item or if prices are determined to be unreasonable.

Price: Quotes will first be arranged by price from lowest to highest for each line item.

Technical Acceptability: Beginning with the lowest priced quote for each line item, the Government will then evaluate quotes for technical acceptability. To be considered technically acceptable for a line item, the quote must: Meet the Salient Characteristics (Brand name) outlined in this solicitation for that specific line item and have a proposed delivery date within 120 days from the date of award. Quotes with delivery dates exceeding this timeframe may be considered unacceptable.

(c) Interchanges: The government intends to make awards without interchanges with respective vendors.

Vendors are advised to offer their best terms. The government reserves the right to conduct interchanges with none, some, or all vendors of its choosing
