Vendors quoting both Honda and Yamaha products shall provide pricing for all CLINs in the schedule above, along with total price (CLIN 0001-0010). If the vendor does not sell both Honda or Yamaha products, they may elect to quote only Honda products (CLINs 0001-0005) or Yamaha Products (CLIN 0006-0010) along with the total price of quoted CLINs. If quoting Honda products, Vendors shall quote all base items, or all alternate items only. Mixing and matching base/alternate will lead to the quote being found technically unacceptable. (a) Basis for Award: The Government will evaluate quotes for each of the following groups: CLINs 0001- 0005 (Honda items) and CLINs 0006-0010 (Yamaha items). For each group, the Government will make a single award using a best-value trade-off approach, considering price and delivery lead time. Only technically acceptable quotes will be considered for award. The Government may then choose to issue:

• Separate purchase orders for each group (one for Honda items and one for Yamaha items); or,

• A single purchase order combining both groups (Honda and Yamaha items).

(b) Evaluation Process:

b) Evaluation Factors and Process:

1. Technical Acceptability: Quotes will first be evaluated for technical acceptability for all CLINs within each group. To be considered technically acceptable for a group of CLINs, the quote must demonstrate it provides items meeting the CLIN descriptions (brand name items) for each CLIN within the group. A quote for Honda items must quote all base items or all alternate items or the quote will be found technically unacceptable.

2. Best Value (Price and Delivery): For each technically acceptable quote, the Government will evaluate the proposed delivery lead time along with the total quoted price for all CLINs within each group to determine which quotation represents the best value. Shorter delivery lead times are preferred. This best-value evaluation will be performed separately for the Honda group (CLINs 0001- 0005) and the Yamaha group (CLINs 0006-0010).

(c) Interchanges: The government intends to make awards without interchanges with respective vendors.

Vendors are advised to offer their best terms. The government reserves the right to conduct interchanges with none, some, or all vendors of its choosing
