PRE-PROPOSAL CONFERENCE SUMMARY

MAY 20, 2021

Pre-proposal Conference Participants:

The State of Maryland, Department of Labor, conducted a Pre-Proposal Conference remotely on May 20, 2021 at 1:00 pm Local Time via Google Meet.

This summary is being issued to document the Pre-Proposal Conference. The Procurement Officer, Emmanuel Smith, convened the conference, recognized the Maryland Department of Labor (LABOR) personnel present, including the Contract Monitor, who in turn recognized key stakeholders; and LABOR’s MBE Liaison Officer was introduced as well. The Procurement Officer indicated that the

Vendor' Response Forms will be crossed reference with those vendors on the conference to constitute the

Vendor’s Attendance Sheet. The Procurement Officer advised that the Pre-Proposal Conference summary would be provided via eMMA and reminded vendors that any substantive questions(s) should be submitted to the Procurement Officer in writing via e-mail.

The Procurement Officer then referenced vital information on the Key Information Sheet and the Maryland Department of Labor’s MBE Liaison Offer explained the 5% MBE participation goal associated with the solicitation. The Procurement Officer then then reviewed Section 2 and the vital information in Section 5 of the Request for Proposal.

The floor was opened for questions from attendees with the caveat that formal written answers would only be given for those questions submitted in writing and sent to the Procurement Officer via email. The attendees were reminded that responses given verbally in this conference, and other general discussion did not change the provisions of the Request for Proposal and that responses were provided to help give a better understanding of the State’s requirements. The discussion and question responses are not binding until they are issued in writing by the State.
