About this file

This document is an attachment for the Maryland Workforce Exchange (MWE) Software-as-a-Service (SaaS) Workforce Solution RFP. The state of Maryland is seeking proposals for a complete MWE solution, including system requirements, data conversion, testing, implementation, and ongoing operations and maintenance. The RFP provides detailed instructions for submitting pricing proposals, including templates for fixed price services, software-as-a-service (SaaS) costs, optional features, and hourly labor rates. Proposals are due by June 22, 2021. The selected contractor will provide the MWE solution for an initial 5-year term, with two 1-year renewal options.

The pricing proposal includes fixed price costs for the planning, implementation, and closeout phases, as well as ongoing annual SaaS and operations and maintenance costs. Offerors must also provide pricing for optional software features and additional labor categories. The state will evaluate the total proposed price, which includes all fixed price, SaaS, and optional services over the full 7-year potential contract term.
