This Invitation for Bid (IFB) is issued by the Arizona Game and Fish Department (AGFD) for construction services related to the St. Johns Shooting Range water retention project located on County Road 6350, three miles north of St. Johns, Arizona in Apache County. The project involves a one-time, fixed-price construction contract for water retention infrastructure improvements at the shooting range facility. A pre-bid conference is scheduled for October 25, 2023, at 11:30 a.m. MST at the project site, and attendance is strongly recommended though not mandatory. Site visitation and examination of the job site is required, with submission of a bid constituting prima facie evidence that the offeror has examined the work site, plans, specifications, and all amendments. The original bid due date of November 8, 2023, at 3:00 p.m. MST was amended to November 16, 2023, due to system maintenance on the Arizona Procurement Portal. Upon contract award, the project completion time is 120 calendar days from the notice to proceed, unless modified in writing. The contract term commences on the date of award and continues for one year unless canceled, terminated, or extended, with the AGFD reserving the unilateral right to extend the contract for an additional 31 days beyond the stated expiration date or to extend by mutual written agreement for up to 48 months in 12-month increments.

The engineer's estimate for the project is $400,000.00, and pricing must be submitted through the Arizona Procurement Portal with taxes listed separately on designated lines. Bidders must submit two sets of pricing: one for Buy America Build Act (BABA) compliant materials and one for non-BABA compliant materials, with contractors able to bid on all options or select categories only. A bid security of 10 percent of the total bid price is required at time of bid submission, and payment and performance bonds in the amount of 100 percent of the total contract award must be provided by the lowest responsive and responsible offeror within 10 days of notice of anticipated award. Liquidated damages are set at $430.00 per calendar day of delay. The contractor must maintain at least one lane of traffic into and out of the shooting range, with all traffic control costs included in the bid price. Contractors are required to provide three references from Arizona (preferred) for similar services and materials supplied within the past 36 months. A testing allowance of $5,000.00 is established for testing at the discretion of AGFD and is to be passed through by the contractor with no markup. This project does not involve Davis Bacon Wage requirements, and all applicable state and local taxes must be paid by AGFD.
