GENERAL NOTES
1. Project specifications are contained within the Project Manual.
2. Nothing contained in the Contract Documents shall create, or shall be construed to create, any contractual relationship between the
Engineer and the Contractor or any Subcontractor.
3. The Engineer will not be responsible for construction means, methods, techniques, sequences, or procedures or for safety precautions or programs utilized in connection with the work. This is the Contractor's sole responsibility. The Engineer will not be responsible for the
Contractor's failure to carry out the work in accordance with the Contract Documents.
4. The Contractor shall provide adequate means of cleaning trucks and/or other equipment of mud prior to entering public roadways. It shall also be the Contractor's responsibility to clean roads, allay dust, and to take whatever measures are necessary to ensure that all roadways and on-site parking lots are maintained in a clean, mud and dust-free condition at all times.
5. It shall be the responsibility of the Contractor to call the “One Call of Wyoming” at 811 or (800-849-2476) a minimum of two (2) working days prior to excavation activities. The Contractor is specifically cautioned that the underground utility locations and/or elevations as shown on these plans are based on the best information available from the utility records and other data as supplied to the Engineer. The information is not to be relied on as being exact or complete. There may be other underground utility lines, service lines, and structures present in the subject area. The Contractor shall verify locations and elevations of existing utilities prior to construction. The Contractor shall notify the Engineer prior to proceeding with work of all utilities and any potential conflicts with proposed improvements. The
Contractor shall not backfill improvements until the Engineer or Owner can observe and record size, type and location of all utilities and the Contractor shall document same for their records. Engineer will not be responsible for delays to construction activities as a result of utility locates, relocation, utilities encountered, or while Engineer is recording utility information. Should any utilities be damaged during construction, the Contractor is responsible for repairing to the satisfaction of the Engineer and utility owner.
6. The Engineer and Owner must approve, prior to Construction, any alteration or variance from these plans. Any proposed variations shall be shown on the Construction field prints and transmitted to the Engineer for review.
7. Any observation by the Owner or Engineer shall not in any way relieve the Contractor from any obligation to perform the Work in strict compliance with the applicable codes and community requirements.
8. Should the Contractor encounter an existing structure (above or below ground) in the work for which disposition is not indicated on the plans, the Engineer shall be notified prior to disturbing such structure. The disposition of existing structures so encountered shall be determined by the Engineer.
9. The Contractor is responsible for removing all waste material and construction debris from the site and disposing of the debris in accordance with local, state, and federal rules, regulations, and laws.
10. The Contractor shall not take advantage of any apparent error or omission on the Plans or Specifications. In the event the Contractor discovers any apparent error or discrepancy, he shall immediately call upon the Engineer for his interpretation and decision, and such decision shall be final.
11. The Contractor shall field verify the Elevations and Benchmarks prior to commencing work. The Contractor shall field verify horizontal control by referencing shown dimensions or coordinates to known property lines and notify the Engineer of discrepancies in either vertical or horizontal control prior to proceeding with work.
12. Property corners and benchmarks shall be carefully protected. Property monuments disturbed by the Contractor's operations shall be replaced at the Contractor's expense and at no additional cost to the Owner. Any disturbed property or section corners are to be reset by a professional land surveyor licensed in the State of Wyoming.
13. The Contractor shall keep a copy of the approved Plans & Contract Documents in an easily accessible location on the site at all times.
The Contractor shall be responsible for coordinating traffic control with the BLM and the private entities that use the affected road to access well locations. Contractor shall not commence work until traffic control devices are in place. Maintenance of Traffic plans shall be submitted to the relevant authorities for approval prior to the start of construction. Upon commencement of construction, the Contractor shall post and maintain all traffic control devices. All warning signs, barricades, etc. shall be in accordance with the latest edition of the
Manual of Uniform Traffic Control Devices (MUTCD). The Contractor shall provide the Owner a record of as-built drawings in both hard copy and electronic copy formats, following completion of the Project.
14. The Contractor shall make actual field investigations to assure himself/herself of the physical features and identify any changes since the design survey was completed.
15. The Contractor is solely responsible for designing and constructing stable, temporary excavations and shall shore, slope, or bench the excavation sides and bottom. All excavations shall comply with applicable local, state, and federal regulations including the current OSHA
Excavation and Trench Safety Standards 29 CFR part 1926. Construction site safety is the sole responsibility for the means, methods and sequencing (within the requirements of the contract documents) of construction operations.
16. Features within the project area not replaced as part of this project, damaged by the Contractor's activity, shall be removed by the
Contractor and replaced with features of original or better appearance, quality, and function as determined by the Engineer. Contractor shall field verify preexisting conditions prior to beginning work.
17. Contractor shall confine construction to the limits shown. Disturbed areas outside of the construction limits as shown on the plans shall be restored to their original grade and condition at the Contractor's expense and at no additional cost to the Owner.
18. Legal load limit requirements shall be followed on all State Highways, City Streets, and County Roads.
19. Contractor is to provide his own water for dust control and compaction. Water will not be paid separately.
20. If groundwater is encountered the Contractor must utilize an effective dewatering program, acceptable to the Engineer and at no cost to the Owner, to install materials in compliance with the specifications. Discharge water per Contractor obtained permit.
21. The Contractor is responsible for repairing to the satisfaction of the Engineer and utility owner utility lines that are damaged during construction.
22. Infiltration of water into excavations must be prevented during construction.
23. The Contractor shall completely clean the new culvert as required at the end of Construction to provide positive drainage flows.

26. The Contractor shall confirm quantities shown on the drawings and for owner-supplied materials.
27. Earthwork quantities reported on the drawings are neat line quantities calculated from the difference between the finished ground surface and existing ground surface and do not include shrink/swell factors.
28. The volume of material required for fill surfaces may vary depending on compaction and moisture content.
29. Earthwork quantities do not include subgrade excavation quantities unless noted otherwise.
30. Slopes designated as 2:1, 1.5:1, etc. are the ratios of horizontal distance to vertical distance.
31. Dimensions are given in feet and tenths of a foot.
32. If additional crushed base needs to be imported to reclaim the roadway from culvert removal and installation, the imported crushed base shall be WYDOT grading "W".
