About this file
This document contains the questions and answers from a contractor question and answer session for the LaBarge Watershed Restoration Project solicitation number 140L6222R0009 issued by the Department of the Interior Bureau of Land Management Wyoming Region. The solicitation involves watershed restoration work including culvert removal and installation, road reclamation, seeding, and erosion control measures. Key details include the government providing base elevation files, survey control points, and fill material extraction areas to support project work. The contractor must import crushed base material, conduct compaction testing, and implement erosion controls including geotextile underlayment, A-jacks, and armorflex blocks per specifications. The monitoring and contingency payment line items relate to post-project surveys and unexpected costs.

LaBarge Watershed Restoration
Contractor Q&A
1. Are the base elevation tins available for contractor use in preparing finished grade points? Either XML or CAD files would be helpful.
Answer: Yes, the BLM has XML and CAD files that will provided to the winning contractor after award.
2. Are we required to spray for invasive weeds before construction starts?
Answer: No, spraying is not required.
3. Will the contractor give notice of transfer to the government of the Swppp/NOI at the end of the project?
Answer: Yes.
4. If GPS grade control equipment is used will the required survey/staking requirements change from the outline in the solicitation?
Answer: No, the requirements will stay the same.
5. Will the BLM provide the cad and shape files for GPS grade control equipment?
Answer: Yes, the BLM has CAD files that will provided to the winning contractor after award.
6. Does the Buy American Act apply to this project?
Answer: Yes, see FAR clause 52.225-9 for all information related to the Buy American Act.
7. For the import of dirt/material Is there an area on BLM ground that is provided for use on the project?
Answer: Yes, there is an area a couple hundred yards down the road to pull fill from.
8. Do we need to provide compaction testing on the dirt?
Answer: Yes, all fill areas and subgrades shall be compacted to 95% of ASTM D698.
9. Is the owner (BLM) providing all the permits for the project?
Answer: No permits are required.
10. Do we need to import the pipe bedding material or is it onsite?
Answer: Crushed base needs to be imported to reclaim the roadway from culvert removal and installation. The imported crushed base shall be WYDOT grading "W".
11. Can the road be shut down during construction?
Answer: Yes, and a bypass is not required.
12. What is the broadcast seeding rate?
Answer: Per the drawings, seeding shall be distributed evenly throughout.
13. Flexamat installation specs call for underlayment fabric. Is this in addition to what is on the
Flexamat? If so, what type and spec?
Answer: Yes, it is a non-woven geotextile layer.
· Grab tensile Strength (ASTM D4632): 205 lbs min.
· Breaking Elongation (ASTM D4632): 52% max.
· Trapezoidal Tear (ASTM D4533): 80 lbs min.
· CBR Puncture (ASTM D3241): 500 lbs min.
· Apparent Opening Size (ASTM D4751): 80 U.S. Sieve
· Water Flow Rate (ASTM D4491): 95 gal/min/ sq ft
14. Please provide the spec, size, and type for A-Jacks called for in the drawings.
Answer: BLM-38 call for 4.5’ A-Jacks, BLM-39 calls for 24” A-Jacks. Both figures are shown in the construction drawings.
15. Where can I find the plan holders list?
Answer: See solicitation Attachment 10 for the roster collected at the site visit on 4/6/22.
16. We are concerned with the performance of the outlet of the Wildcat culvert, as designed. Due to the slope, velocities, and water impact the concern is the flexamat product shown won’t last more than one event. This is due to the product being tested per ASTM 6460 which allows for ½” soil loss during one hour duration.
The only product that may hold up to the impact and velocities would be very large boulders or the 2 foot ajacks as shown on the Upper Bird Draw outlet. Would the BLM consider installation of ajacks similar to the Upper Bird Draw through the steep slope right after the culvert, then transition to armorflex class 30s? The armorflex product is tested per ASTM 7277 which does NOT allow any soil loss from under the block/geotextile system. Otherwise, it is a failed test.
Answer: BLM-38 Wildcat Canyon culvert calls for the installation of 18 - 4.5’ A-jacks in the drawings provided (Ref Sheet 7 of BLM-38 Construction Drawings). Please bid according to the specifications provided.
17. Is the roughness / brush material also available onsite?
Answer: No, will need to import.
18. Will survey data / control points be provided layout and for smart machine control?
Answer: Yes, the control points are in the construction drawings for both sites.
19. Bid schedule A - Item # 15. Monitoring and Maintenance. What is required?
Answer: Monitoring costs include one year of post-project surveys for evaluating project effectiveness and maintenance needs.
20. Bid schedule A - Item # 16. Contingency. Is this a % of the contract total or how is this calculated?
Answer: Contractors shall make their best estimate on any expected contingency costs. This will be a firm fixed priced award intended to include all applicable costs, markups, and fees including insurance, bonding, profit, overhead, contingencies, etc.
21. Bid schedule B - Item # 6. Materials Testing. What testing should the contractor anticipate will be needed?
Answer: Compaction testing on all subgrades and fill areas.
