About this file

This Bidders Checklist document is provided by the State of Connecticut Department of Transportation (CTDOT) to guide contractors in preparing and submitting required bid documents for state transportation projects. The checklist serves as a reference tool for completing standard submissions; however, bidders are responsible for reviewing all relevant contract documents, specifications, plans, addenda, and bid invitations. While the checklist does not establish specific project timelines or award dates, it references that DBE or Small Business Enterprise submittal documentation must be submitted five calendar days after bid opening and that bidders must acknowledge all official contract addenda prior to submission.

Key submission requirements include obtaining and submitting a Bid Proposal Request Form (Part C) for departmental review and approval; submitting either a standard CTDOT Bid Bond Form or Annual Bid Bond Form with confirmed receipt prior to bid opening; including a Non-Collusion Statement and OPM Form 1 Campaign Contribution Certification uploaded to the DAS CTsource portal; and for Federal Transit Administration-funded projects, providing Buy America Certificates for steel, iron, and rolling stock along with a Certification Regarding Lobbying. The Bid Bond Form requires a penal sum equal to thirty percent of the bid amount, with bid withdrawal prohibited for sixty days after opening without the Connecticut Transportation Commissioner's consent. Additionally, bidders must allow the Department sixty days from notification of award to execute a written contract and submit all required documentation, and principal contractors are subject to Department of Motor Vehicles motor carrier review, with an ineligible DMV rating potentially jeopardizing contract award. The Annual Bid Bond Form, applicable for recurring bids over a one-year period, caps surety liability and covers only bids in the top four lowest for projects not yet awarded.
