About this opportunity

The Connecticut Department of Transportation is soliciting sealed electronic bids for Surface Preservation, Maintenance, and Operations (SPMO) of Bridge Decks in Various Towns in District 1 (Rocky Hill), encompassing State Project Numbers 0171-0519 and 0171-0520. This procurement involves bridge joint membrane repairs classified under work code 19A across multiple municipalities within the District 1 area. Bidders must be prequalified with the Connecticut Department of Transportation and must submit a completed Bid Proposal Request Form (Part C) to obtain the official electronic bid proposal form through the Bid Express website (bidx.com). All sealed bids must be submitted electronically only, with the bid opening scheduled for Wednesday, March 4, 2026, at 2:00 p.m., and no paper bids will be accepted. Pre-bid questions must be submitted through the CTDOT Pre-Bid Q and A Website (contractsqanda.dot.ct.gov) by 9:00 a.m. on Monday, March 2, 2026, with responses potentially provided through 12:00 noon the day before the bid opening. Bidders must submit a bid bond equal to at least 30% of their bid amount prior to the bid opening via email to dotbid@ct.gov. All bidders are required to comply with prevailing wage rates established by the Connecticut State Labor Commissioner, and a Contract Wage Certification Form must be submitted to the Labor Commissioner before contract award. No pre-bid conference or site visit is required for this project.

The Connecticut Department of Transportation has established no specific Disadvantaged Business Enterprise (DBE) percentage goal or Small Business Enterprise (SBE) set-aside for this contract; however, DBE and SBE commitment documentation must be submitted within five calendar days after the bid opening if applicable. Bidders submitting DBE suppliers for credit must include a completed DBE Regular Dealer/Distributor Affirmation Form along with supporting documents, with DBE Regular Dealers eligible to receive 60% credit for the cost of materials and supplies and DBE Distributors eligible to receive 40% credit. The project is funded through Federal Highway Administration funding (F.A.P. No. 000T(638) and 0913(189)) combined with state funding. The contract carries a Project Scope Code J, indicating an estimated total project value between $15,000,000 and $19,999,999. The apparent low bidder must file the Gift and Campaign Contribution Certification (OPM Form 1) to their CTSource Vendor Profile prior to contract award or execution. The Connecticut Transportation Commissioner must provide written consent before any bid withdrawal is permitted within sixty days of the bid opening. Upon notification of award, contractors must allow the Department sixty days to execute a written contract and submit all required documentation, and principal contractors are subject to Department of Motor Vehicles motor carrier review, with an ineligible DMV rating potentially jeopardizing contract award.
