About this file

This Addendum No. 1, issued March 16, 2026, by the Connecticut Department of Transportation (CTDOT), revises contract specifications for Surface Preservation, Maintenance, and Operations (SPMO) of Bridge Decks projects in District 1 (State Project Numbers 0171-0519 and 0171-0520). The addendum addresses questions submitted through the CTDOT Questions and Answers Website and implements significant revisions to contract items, plan sheets, and project timelines. Contract item quantities have been substantially reduced across both projects, with notable decreases in bituminous concrete surface patching, fine milling operations, and pavement markings. For Project 0171-0519, key reductions include fine milling quantities decreased from 117,520 square yards to 6,700 square yards and bituminous concrete surface patching reduced from 5,880 square yards to 340 square yards. Project 0171-0520 similarly reflects substantial reductions, including fine milling decreased from 476,210 square yards to 43,700 square yards. Additionally, multiple plan sheets have been deleted entirely (ten sheets removed) while eleven plan sheets are revised and replaced. The contract duration has been reduced to 419 calendar days from the original timeframe.

The addendum establishes a two-tier liquidated damages assessment framework to ensure timely project completion and minimize public inconvenience. Daily liquidated damages are assessed at $2,400 per calendar day for any work extending beyond the 419-day contract period. Hourly liquidated damages apply for any interference with normal traffic operations during restricted hours as defined in Article 1.08.04 of the Special Provisions, with specific rates outlined in the attached "Liquidated Damages Per Hour" table. Normal traffic operations are deemed interfered with when travel lanes or shoulders are occupied by personnel, equipment, materials, or supplies, or when pavement surface transitions exceed one inch per fifteen feet longitudinally. The revised Bid Proposal Form reflects all changes, though the Detailed Estimate Sheets have not been updated to reflect these modifications. Contractors are notified that this project requires extra manpower and equipment due to significant public inconvenience, with the reduced contract timeline necessitating accelerated work schedules.
