About this file

This is a Special Provisions document for the Connecticut Department of Transportation (CTDOT) detailing requirements for Surface Preservation, Maintenance, and Operations (SPMO) of Bridge Decks in Various Towns in District 1, involving State Project Numbers 0171-0519 and 0171-0520. The project encompasses bridge joint membrane repairs classified under work code 19A across multiple municipalities within the District 1 area (Rocky Hill). Sealed electronic bids must be submitted exclusively through the Bid Express website (bidx.com), with bid opening scheduled for Wednesday, March 4, 2026, at 2:00 p.m. Bidders must be prequalified with CTDOT and submit a completed Bid Proposal Request Form (Part C) to obtain the official electronic bid proposal form. Pre-bid questions must be submitted through the CTDOT Pre-Bid Q and A Website (contractsqanda.dot.ct.gov) by 9:00 a.m. on Monday, March 2, 2026. No pre-bid conference, site visit, or paper bids are required for this project. Upon notification of award, the Department has sixty days to execute a written contract and require submission of all documentation. Principal contractors are subject to Department of Motor Vehicles motor carrier review, with an ineligible DMV rating potentially jeopardizing contract award.

All bidders must submit a bid bond equal to at least 30% of their bid amount prior to the bid opening via email to dotbid@ct.gov and comply with prevailing wage rates established by the Connecticut State Labor Commissioner, including submission of a Contract Wage Certification Form before contract award. The apparent low bidder must file the Gift and Campaign Contribution Certification (OPM Form 1) to their CTSource Vendor Profile prior to contract award or execution. No specific Disadvantaged Business Enterprise (DBE) or Small Business Enterprise (SBE) percentage goal or set-aside has been established; however, DBE and SBE commitment documentation must be submitted within five calendar days after bid opening if applicable. DBE Regular Dealers are eligible for 60% credit for material and supply costs, while DBE Distributors are eligible for 40% credit. The project is estimated at a total value between $15,000,000 and $19,999,999 and is funded through Federal Highway Administration funding (F.A.P. No. 000T(638) and 0913(189)) combined with state funding. The Connecticut Transportation Commissioner must provide written consent before any bid withdrawal is permitted within sixty days of the bid opening.
