About this file
This is a Bid Submittal Form for a Job Order Contract (JOC) issued by Pinellas County, Florida for construction services related to HVAC renovation work at the Solid Waste Administration Building. The contract is structured as an indefinite quantity agreement where pricing is based on adjustment factors applied to a Construction Task Catalog containing pre-established unit prices. Bidders must submit five separate adjustment factors corresponding to distinct work categories: Non-Secure Areas with Normal Working Hours (weighted 60% for bid evaluation), Non-Secure Areas with Other than Normal Working Hours (10%), Secure Areas with Normal Working Hours (10%), Secure Areas with Other than Normal Working Hours (10%), and Non Pre-priced Tasks (10%). All adjustment factors must be expressed to four decimal places using conventional rounding methodology. The Step One qualification submissions are due April 21, 2026 at 3:00 p.m., with Step Two sealed bids due May 5, 2026 at 3:00 p.m. A non-mandatory pre-bid conference and site visit are scheduled for April 9, 2026 at 1:30 p.m., and questions must be submitted by April 14, 2026 at 3:00 p.m.
The adjustment factors are subject to specific pricing constraints: the adjustment factor for Non-Secure Areas with Other than Normal Working Hours must equal or exceed the Normal Working Hours factor for Non-Secure Areas; the Secure Areas Other than Normal Working Hours factor must equal or exceed the Secure Areas Normal Working Hours factor; the Secure Areas Normal Working Hours factor must equal or exceed the Non-Secure Areas Normal Working Hours factor; the Secure Areas Other than Normal Working Hours factor must equal or exceed the Non-Secure Areas Other than Normal Working Hours factor; and the Non Pre-priced Work Tasks adjustment factor must equal or exceed 1.0000. The weighted multipliers used to calculate the Award Criteria Figure are for bid evaluation purposes only and do not guarantee that work will be distributed according to these percentages. Bidders submitting separate adjustment factors for individual unit prices will be deemed non-responsive and their bids rejected. The County reserves the right to correct arithmetic errors using the submitted Adjustment Factor Bid values.
