About this file
This is a comprehensive bid specification document for the Gravesite Expansion project at Fort Snelling National Cemetery (VA Project No. 894CM3044, Task Order #36C78625N0336). The project involves constructing Columbarium Court 4 with related utility, hardscape, and landscape improvements across multiple cemetery sections.
The specifications detail extensive requirements across 29 technical sections covering: site surveys and demolition; cast-in-place and precast concrete columbarium units with stone caps and niche covers; masonry mortaring and grouting; natural stone veneer installation; metal fabrications; flashing and sealants; exterior signage (section markers and entry signage); earthwork and grading; asphalt paving and concrete pavement; irrigation system design with controller integration and field satellite coordination; landscape planting with topsoil amendment and turfgrass establishment; water and storm sewer utility installation; and foundation drainage systems. Key specifications include: full columbarium coverage with precast concrete niche units featuring gear-driven rotary sprinklers and remote control valve assemblies; coordination of existing pedestal controllers (7 and 9) for irrigation expansion with new homerun wiring installations in Sections 38, 19, and related areas; landscape establishment requiring 98 percent turfgrass coverage within an 8-hour training period; and comprehensive testing, documentation, and one-year warranty on all materials and workmanship. The project requires contractor-retained testing laboratory services for concrete, soil compaction, and material compliance throughout construction, with strict adherence to OSHA safety requirements, environmental protection standards, and coordination with cemetery operations to minimize disruption to burial activities.

J. To minimize interference of construction activities with flow of
Cemetery traffic, comply with the following:
1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Wherever excavation for new utility lines cross existing roads, at least one lane must be open to traffic at all times.
2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the RE/COR.
K. Coordinate the work for this contract with other construction operations as directed by RE/COR. This includes the scheduling of traffic and the use of roadways, as specified in Article, USE OF
