About this file
This is Amendment 0003 to a federal solicitation (Standard Form 30) for the Department of Veterans Affairs National Cemetery Administration. The amendment, issued on April 6, 2026, provides responses to the second round of pre-bid Requests for Information (RFIs) for Solicitation Number 36C78626B0003, Project Number 894CM3044 Gravesite Expansion at Fort Snelling National Cemetery. The contracting officer is Richard Adu, and the administering office is located at 18434 Joplin Road, Triangle, VA 22172. The bid due date remains Wednesday, April 15, 2026, at 2:00 PM EST, with bids to be submitted to Richard.Adu@va.gov.
The amendment addresses two substantive RFI questions and responses. Question 121 concerns excavation and structural fill sand requirements for the columbarium footprint, clarifying that 5-foot over-excavation is required from grade level only, with the columbarium footings set 6 feet below grade, thus requiring no additional over-excavation per the geotechnical report. Question 122 addresses the scope of work for drawings CK100, CK101, CK401, and CK402, confirming that CK100 and CK101 involve installation of gravesite grid monuments and section markers, while CK401 and CK402 are for gravesite numbering for VA use only. The amendment clarifies that the legend notation "NEW IN-GROUND CREMAIN 4'x4'" is merely to identify burial types and that no cast-in-place or pre-cast concrete in-ground cremain vaults are to be installed on this project. All amendments must be acknowledged by offerors.

SOLICITATION NUMBER: 36C78626B0003
PROJECT TITLE: 894CM3044 Gravesite Expansion at Fort Snelling National Cemetery
Question 121 In relation to the answer on question 93 & 96, the RFI responses and geo tech report is stating that we need to excavate, dispose and place 5’ of structural fill sand underneath the columbarium footprint. Can you confirm if this is talking the entire area to be dug down roughly 10-11’ since the foundation is about 5-6’ in the ground, plus 5’ overexcavation? Please clarify as this is very cost-impacting.
Answer 121 5-foot over excavation is required to occur from grade level of the columbarium footprint. The bottom of the columbarium footings are set to be 6-feet below grade (see plans). Thus, additional over excavation is not required per geotechnical report.
Question 122 In relation to the answer on question 83 and 84, what is the scope of work intent for drawings CK100, CK101, CK401, and CK402?
0. It appears that we are to install gravesite grid monuments and section markers, as well as irrigation.
0. On each of these drawing sheets, there is a note in the legend that states “NEW IN-GROUND CREMAIN 4’x4’”
i. Can you confirm the intent of this note?
ii. Are we to install 4’x4’ cast-in-place concrete, in-ground cremains in the locations shown on the drawings?
Answer 122 2.a – The scope of work for sheets CK100 & CK101includes installation of Gravesite Grid Monuments and Section Markers. Sheets CK401 and CK402 are gravesite numbering provided for VA use.
2.b.i – The legend item is to identify the burial type on the sheet.
2.b.ii – As per previous RFI 83, No. There are no cast-in-place or pre-cast concrete in-ground cremain vaults to be installed on this project.
This amendment 0003 to solicitation number 36C78626B0003 for Project Number 894CM3044 Gravesite Expansion at Fort Snelling National Cemetery is to provide second response to Prebid RFIs.
