About this file
This is a Bid Form (Revised Addendum 2) for York County, Virginia's Invitation for Bids No. B106250-EY for the Freight Shed Pavilion Addition and Riverwalk Stage project located at 331 Water Street, Yorktown, VA. The project encompasses two construction phases as a single lump-sum contract: Phase I includes demolition of approximately 2,000 square feet of existing brick walkway, installation of a 180 linear feet concrete footer supporting a 40' x 50' permanent steel pavilion structure with electrical work and motorized retractable screens, and landscape restoration; Phase II involves installation of a 28' x 41' steel awning, reconfiguration of the existing stage from curved to straight design, electrical service extension, roof replacement of the Freight Shed Auxiliary Building with new dormers, and site restoration. A mandatory pre-bid meeting occurred on April 23, 2026, with sealed bids due May 14, 2026, by 2:30 PM. Phase I construction runs from December 21, 2026, through March 3, 2027, while Phase II extends through April 9, 2027, with liquidated damages assessed at $500 per calendar day for delays. Contractors must complete preconstruction work during at least three of four designated time windows between July and November 2026.
The bid form requires submission of a Base Bid price for all work except additive unit price items and an Additive Unit Price Schedule for excavation and disposal off-site (25 cubic yards) and placement of compacted select fill borrow (25 cubic yards), with final payment based on actual quantities encountered. The total combined bid price represents the sum of both sections and serves as the basis for award to the lowest responsive and responsible bidder. All prices must include materials, supervision, labor, equipment, applicable taxes, insurance, permits, mobilization, and overhead. Bidders must hold a current Virginia Class A Contractor License with a minimum of four years in construction and at least two similar projects completed within the past four years. A bid bond of not less than five percent of the total bid amount is required, with the successful bidder providing performance and payment bonds at 100 percent of the accepted bid amount. Insurance requirements include Commercial General Liability of $2,000,000, Business Automobile Liability of $1,000,000, Excess Third-Party Liability of $5,000,000, and Builders Risk Insurance covering the full contract price with a maximum $1,000 deductible.
