About this file
This is Addendum No. 2 to Invitation for Bids No. B106250-EY issued by York County, Virginia's Central Purchasing Department for the Freight Shed Pavilion Addition & Riverwalk Stage project. The addendum modifies the original solicitation through revised Phase I and Phase II plan sets, an updated bid form, and clarifications on 14 key questions submitted by prospective bidders. The project encompasses two construction phases: Phase I involves demolition of existing brick walkway, installation of concrete footings, and construction of a 40' x 50' steel pavilion with electrical work and motorized retractable screen systems; Phase II includes installation of a steel awning, reconfiguration of the existing stage, electrical service extension, partial roof replacement of the Freight Shed Auxiliary Building with new dormers, and site restoration. Phase I construction is scheduled from December 21, 2026, through March 3, 2027, while Phase II extends from December 21, 2026, through April 9, 2027, with liquidated damages of $500 per calendar day for delays. Preconstruction work including concrete footings and electrical trenches must be completed during at least three of four designated time windows between July and November 2026. The sealed bid due date remains May 14, 2026, by 2:30 PM EST, and a mandatory pre-bid meeting was held on April 23, 2026.
Key clarifications in Addendum No. 2 include that traffic control is the contractor's responsibility only if large equipment would block traffic for a significant period; excavated soil may be reused as temporary backfill during preconstruction windows with required stone dust and setting sand, but all spoils must be removed offsite once column work begins after December 21st, with select backfill placed in lifts and compacted per specifications; the geothermal line shall be exposed prior to footing excavation, and relocation responsibility will be determined during construction if conflicts exist; the motorized retractable screen systems are provided by the general contractor and must be coordinated directly with the Retractable Screen System Company as the sole authorized installer; temporary metal safety fencing can be driven into the ground without concrete footers, and temporary fence panels on stands without windscreen are authorized over pavers while windscreen is required in other fencing sections where feasible; the contractor must provide and maintain site entrances and laydown areas; and no permanent fencing is required upon project completion. The bid form has been revised to require award be made on the TOTAL COMBINED BID PRICE, with the initial purchase order based on ITEM A (Base Bid), and subsequent costs for incidental items determined by prices on the Additive Unit Price Schedule (Form A.11.B) if encountered during construction.

Solicitation Number: B106250-EY
Solicitation Name: Freight Shed Pavilion Addition & Riverwalk Stage
Due: May 14, 2026 through 2:30 PM EST (Unchanged)
This Addendum supplements or modifies the original Solicitation noted above and is made part of the above identified solicitation. This Addendum consists of forty-three (43) pages.
o QUESTIONS, RESPONSES, AND NOTICES (FOUR (4) PAGES) o PHASE I PLAN SET (REVISED ADD. 2) (SEVENTEEN (17) PAGES) o PHASE II PLAN SET (REVISED ADD. 2) (NINETEEN (19) PAGES) o BID FORM (REVISED ADD. 2) (THREE (3) PAGES)
Note the following changes and prepare your submittal accordingly. County Responses and notices appear in bold red below:
1. “PHASE I PLAN SET” and “PHASE II PLAN SET”, as originally published to eVA with this solicitation, shall be respectively replaced in their entirety by “PHASE I PLAN SET (REVISED ADD. 2)” and “PHASE II PLAN SET (REVISED ADD. 2)”, published to eVA with Addendum 2. The pages that have been revised feature notes in the “Revision Schedule” chart on the right-hand side of the pages.
2. Question: Will GC be responsible for traffic control, or will safety fencing and signs be sufficient?
County Response: This will be determined by the contractor based on the equipment used on site. If large equipment is required and would block traffic for a significant period of time, traffic control shall be the contractor’s responsibility. If all equipment can be delivered and maneuvered within the project limits without impacting traffic, then no traffic control will be required. A Traffic Control Plan if needed shall be submitted to the Public Works Project Manager for approval.
3. Question: Will spoils need to be taken off-site, or can some be used for back-fill?
County Response: The excavated soil may be reused as backfill for the temporary coverage of the footings during the (4) designated preconstruction time windows. 3 inches minimum of construction stone dust will need to be placed over top of the temporary fill to match the finished floor elevation of the existing rat slab. 3/4" to 1-1/2” of setting sand will be placed on top of the construction stone dust and the salvaged existing pavers will be placed back to their original condition. Once the column work begins after December 21st, all spoils will need to be removed from the footing pits and select fill will need to be installed. Spoils shall be removed offsite. All select backfill shall be placed in lifts and compacted in accordance with project specifications. Imported select fill used for backfilling in excavations shall be provided to the Owners 3rd Party Testing Firm 10 working days prior to use to obtain the moisture-density relationship (ASTM D698 Standard Proctor). A current Proctor from the select fill source may be used until the Owner’s laboratory test results are available. The bid form has been updated. Please see Item # 14 for additional information.
4. Question: For the Stage (Phase 2), The footing for the column described on page SI.01, detail
5/S1.01 it calls for a 7’ deep footing for that column- this will require a shelf (for safety).
A. Is that acceptable?
B. Can we infill with spoils or is #57 stone required?
C. Will this require the Geothermal line to be relocated? If so, who is responsible?
County Response:
A. The Owner and Architect have discussed this, and it is not anticipated to be that deep. It is expected to align with the existing footing at the pit/underground geothermal area.
While it likely will not reach this depth, notes have been added to the structural drawings to accommodate this condition. A note regarding monitoring for seepage has also been included, and bidders may want to carry an allowance for dewatering if required.
B. The excavated soil may be reused as backfill for the temporary coverage of the footings during the (4) designated preconstruction time windows.
C. The geothermal line shall be exposed prior to footing excavation to verify there are no conflicts with the adjacent footing. If it is determined that relocation of the geothermal line is required, further action will be discussed at that time.
5. Question:
o Phase I - Drawing A-100, Detail 1/A-100 and 2/A-100 – Detail Note 02 states, “DUAL
MOTORIZED RECESSED RETRACTABLE SCREEN SYSTEM BY OTHERS”.
o Phase II – Drawing A-101, Detail 1/A-101 and 2/A-101 – Detail Note 02 states, “MOTORIZED RECESSED RETRACTABLE VINYL SCREEN SYSTEM BY
OTHERS”.
Is York County planning to contract directly with the Retractable Screen System Company?
Please Clarify.
County Response: No, the contractor is responsible for contacting them directly. The screen system shall be listed as a no substitute, as the design for both phases has been developed specifically for this system. The contractor is required to coordinate with the Retractable Screen System Company throughout construction, as they are the only authorized installer of the screen systems.
6. Question: Is there a door schedule for both Phases 1 and 2 sets of drawings?
County Response: No, there is no door schedule. There are no doors located within this project, only retractable screens.
7. Question: Does the temporary Metal Safety fence require concrete footers as depicted on
CS502 or can the posts be driven without footers?
County Response: This is a generic note, and the metal safety fence can be driven into the ground without footers.
8. Question: If the safety fence requires footers, will the footers need to be removed upon removal of the fence, or can the posts be cut at base with footers remaining below grade?
County Response: See response to question 7 for appropriate response.
9. Question: Will the safety fence require windscreen to block site of construction?
County Response: Yes, this would be appropriate.
10. Question: Where the fence goes over pavers, to avoid damaging the pavers, it would be ideal to use temporary fence panels on stands. However, windscreen should not be used on temporary panels as they will blow over and will be a liability. Will temp fence panels without windscreen be authorized over pavers?
County Response: Temporary fencing on stands shall be sufficient. The Owner acknowledges that wind screens may not be required within these areas. The Contractor shall ensure that wind screens are installed in all other fencing sections, within each phase, where feasible.
11. Question: What are the gate requirements?
County Response: Contractor shall provide and maintain entrances to the site and laydown area as required for construction operations. Entrance locations and configurations are at the Contractor’s discretion but must accommodate anticipated construction traffic and maintain safe access for all vehicles. Construction fencing and gate requirements shall be in accordance with the Contract Documents and applicable drawings. Installation shall not impede the public right-of-way or create unsafe conditions for ingress/egress.
12. Question: Please confirm there is no permanent fence needed.
County Response: No permanent fence is necessary.
13. Question: We had a question about the "Phantom Screens" on this project. On the drawings it appears these are "by others", but there was a spec provided. Is this entirely by separate contract between the owner and Phantom Screens or are we, the GC, to provide this full system turnkey.
County Response: The Phantom Screens are to be provided by the GC and coordinated with Retractable Screen System Company. Please refer to question #5 regarding additional information about the installation and coordination.
14. The Bid Form (Form A.11) for IFB No. B106250-EY has been revised per Addendum 2 and shall replace page 94 of IFB No. B106250-EY in its entirety. A single award will be made to the lowest responsive and responsible Bidder, and shall now be based on the TOTAL COMBINED BID PRICE, as described on the revised Bid Form posted to eVA with Addendum 2. Upon award of Contract, the Purchase Order shall initially be for the amount indicated by the lowest responsive and responsible bidder for ITEM A: Sub-Total for Base Bid – All Work Except Items on Additive Unit Price Schedule, as it appears on Form A.11.A.
This amount may be modified by prices indicated on Form A.11.B (Additive Unit Price Schedule), should these incidental items be encountered during the project.
END OF ADDENDUM CHANGES
To certify the information contained in this Addendum is incorporated in your submittal, this Addendum should be completed and returned sealed to Central Purchasing in the manner as specified in the original solicitation document.
